EXHIBIT C <br /> MINING PLAN <br /> COUNTY: Prowers <br /> OPERATOR: Castle Rock Construction Company of Colorado, LLC <br /> 1. Mining will commence in mid May 2019 or as soon thereafter as this permit is <br /> approved and will continue until the completion of a US 287 Climbing Lanes re- <br /> construction project South of Lamar. The completion of this project will be in the <br /> fall of 2019. Reclamation will be complete just after the project is finished. <br /> 2. All of the topsoil along with the grass root zone on the existing rangeland will be <br /> salvaged for use in the reclamation process. Topsoil on the disturbed portions of <br /> the pit will be striped to a depth of 4-6 inches and stockpiled as shown on Exhibit <br /> E - Mining Plan Map, East of the affected area. The topsoil will be placed back on <br /> the reclaimed area to the same 4-6 inches, when possible, during excavation as the <br /> remaining aggregate is excavated, thereby minimizing the size of the topsoil <br /> stockpile. <br /> 3. While in the process of mining we will be making a vertical cut of 4' with an <br /> excavator across the pit and doing that again working our way down to the 12' <br /> maximum depth. Once we reach the limits of the pit, we will roughly shape them <br /> at a 4:1 slope until we are complete with the borrow activity and we will reclaim <br /> the whole pit not exceeding a 4:1 slope. <br /> 4. All haul roads, storage areas, facilities, equipment, machines, tools or other <br /> materials or property will remain within the boundaries of the pit. <br /> 5. There will be a Concrete Batch Plant site on this same property approximately <br /> 1,000 feet away from the borrow pit. This Batch Plant has no ties or affect to the <br /> borrow area. The material being mined is not material for the Batch Plant. <br /> 6. This Borrow area is adjacent to an area that was mined in the past. The new <br /> location is on the Northwest corner of the old pit location and our intent is to mine <br /> the Northwest Slope of the old pit and continue it to the Northwest. <br /> 7. Overburden is not anticipated in this mining operation. <br /> 8. If stock piles are left for extended time over 180 days it will temp seeded. <br /> Temporary seeding will utilize the seed mix stated in the reclamation plan. Any <br /> runoff from the stockpile will be channeled toward the excavation area. No <br /> drainage ways will be blocked by or contact the stockpile of topsoil. Topsoil <br /> placement will be complete by the late fall of 2019. <br /> 9. Thickness of borrow material will be a maximum of 12 feet. <br />
