Coal Ridge No. 1 Mine C-1984-065: MT-08 April 2, 2019 <br /> <br />Page 7 of 27 <br /> <br />Reclamation Plan <br /> <br />Reclamation for the Coal Ridge No.1 Mine involved sealing, backfilling, and regrading the portal areas <br />to blend in with the pre-existing topography. A concrete wall section was built across the portals which <br />were covered by 25 feet of backfill. Facilities were demolished and backfill and grading activities were <br />accomplished. Disturbed areas were topsoiled and seeded in compliance with final reclamation <br />specifications. An October 19, 1995 Phase I Partial Bond Release (SL-01) recognized accomplished <br />reclamation work. An estimated 1 acre of disturbance was not granted Phase I Bond Release. A Partial <br />Phase I and II Bond Release (SL-02) for the remaining areas of the site was approved on August 17, <br />2001. <br /> <br />The sediment control structures were the last features to be reclaimed at the mine during the fall of 2015. <br />The features reclaimed were Sediment Pond A, the concrete splitter box and Culvert 5 at the inlet to the <br />pond, and the Small Area Exemption ditches, berms and sump. <br /> <br />Subsidence <br /> <br />A subsidence control plan was developed for the operation (see permit application pages 4-87 through <br />4-91). Because operations were idled before production began, no subsidence monitoring was initiated. <br /> <br />Boreholes <br /> <br />All boreholes associated with the Coal Ridge No. 1 Mine have been reclaimed and bond release has been <br />granted. <br /> <br />Water Rights and Usage <br /> <br />Water rights for the operation were granted in 1988. The currently approved operation and reclamation <br />plan does not propose consumptive use of water. <br /> <br />Section II - Revisions to the Permit <br /> <br />There has been three revision applications approved since RN-07 was issued on January 10, 2017. <br /> <br />MR-30 updated the final contours on Figure 4.7.4 of the Coal Ridge No. 1 Mine PAP. <br /> <br />TR-21 modified the reclamation success criteria in the Coal Ridge No. 1 Mine PAP and revised the dry <br />land pasture and reference area requirements. <br /> <br />TR-22 updated the owners of record in the area and also reduced the acreage within the permit boundary. <br /> <br />Section III - Status of Stipulations <br /> <br />The stipulation history for the Coal Ridge No. 1 Mine was reviewed as part of the midterm review. The <br />review included an investigation of the stipulation response file, revisions to the permit, and the findings <br />document for RN-07.
