March 27, 2019 C-1981-019/Colowyo Coal Mine ZTT <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 3 <br /> <br /> Page 4 of 8 <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The primary facility ponds were inspected. Both held water with no discharge. No issues. <br />Ponds Prospect, Gulch A and Streeter were inspected. The three ponds are located along State Highway 13. The <br />only pond observed discharging was the Streeter Pond. Flow was approximately measured at the flume which read <br />0.2 which is 0.35 cubic ft. per second. The Prospect Pond held water but no discharge was observed. The Gulch A <br />Pond was dry. All ponds were stable and no issues were observed. <br /> <br />The West Taylor Pond was inspected from above the West Pit Fill. The pond was inaccessible by normal means. <br />The pond held water and discussion with mine personnel, it was assumed the pond was discharging. The pond <br />appeared stable and no issues were noted. <br /> <br />The loadout ponds were inspected and no issues were observed. <br /> <br />The Section 36 and Middle Ponds were inspected. Both ponds are associated with the Collom Pit and facilities. <br />Due to adverse ground conditions, there was no access to the ponds. The ponds were inspected visibly from above <br />along the Collom facility area looking down into the drainage. Both ponds held water and were discharging. Water <br />from the two ponds eventually discharge into the Section 25 Pond which was not accessible. Mine representative <br />stated that no water was or has discharged from the Section 25 Pond. The other two Collom ponds, Sidehill and <br />Section 26, were not inspected due to no accessibility. <br /> <br />Streeter Pond.
