RPM,Inc. <br /> March 25, 2019 <br /> Re: Bullion King Mine Reclamation Project, File No. M-2019-011, 110(2) Application <br /> Adequacy Comments, Response#1 <br /> 1. Pursuant to Rule 6.3.5(2)(a), outline and label the entire permit boundary on a Mine <br /> Plan Map. <br /> Response: <br /> We have included a new set of replacement maps (Fig 1., Site Map, Fig 2., Existing Conditions, <br /> Fig 3.,Proposed Condition) <br /> 2. The two existing ponds will be filled in during reclamation. The mine water discharge <br /> pipe should be cut down and plugged with cement grout or similar material prior to <br /> backfilling the pond. Please state the operator's plan to plug the mine water discharge <br /> pipe. <br /> Response: <br /> The standpipe will be cut off at ground level. Neat cement will be poured down the standpipe <br /> opening with the intent of filling the opening or overflow. The standpipe will then be buried <br /> during the pond backfill process. We will photo document the closure of the standpipe for <br /> DRMS records. <br /> 3. The reclamation plan states that the two mine shafts have been secured. Please describe, <br /> in detail, how the shafts have been secured. <br /> Response: <br /> There are two points of access into the mine workings adjacent to each other. There is a ladder <br /> and a powered man-lift or skip which descend into the upper levels of the mine workings. Both <br /> points of access are secured with locked metal grates or closures. In addition,the openings are <br /> secured within a steel building with steel doors and tamper proof lock boxes. The locks are <br /> enclosed and may only be accessed from the underside of the lock box. The openings are <br /> secured with a double closure system, locked steel grates and locked steel building. <br /> We understand that under the Inactive Mine Program,the owner of a mine is not required to put <br /> permanent closures on mine openings. We believe the combination of locked steel grates and <br /> enclosing the openings within a steel locked build exceeds what is typically done by the IM <br /> 2 <br />
