Mr. Basil Bear of Bowie Resources, LLC <br />accompanied the inspection. According to Mr. Bear, the area has received a lot of rain in the month of March. <br />The majority of the snowpack has melted at the lowere elevations, like the load out, but considerable snowpack <br />remains at the higher elevations of the mine. The mine was muddy with patchy snow. The load out was in dry <br />enough condition to drive around the site. <br /> <br />The weather at the time of the inspection was sunny and cool. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> The mine records are stored at the Bowie No. 2 office. Mine records were checked and “Availability of <br />Records” form is attached to this report. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Ponds at the load out were visible. The load out pond was dry and well vegetated. the primary riser pipe <br />was clear and the pond appears functional. The highway stockpile pond was holding a cloudy pool of water. The <br />water elevation was a good 5 feet below discharge elevation. There was no evidence that any discharge had <br />occurred from this pond. <br /> <br />Reclaimed ponds 3 and 4 at the East mine were accessible. These reclaimed ponds have held up well through the <br />winter. The erosion blanket is degrading as designed. Early spring vegetation is beginning to sprout under and <br />through the blanket. No gullies or other erosion features were observed. No ponding was noted. These reclaimed <br />structures are stable and functioning as designed. Reclaimed ponds 1 and 2, and the reclaimed refuse pile pond <br />were inaccessible at the East mine due to snow cover on the access road. Basil had flown these ponds with a <br />drone on 3/19 and had not observed any concerns.
