EXHIBIT M OTHER PERMITS REQUIRED <br /> The following permits are necessary for the full operation of the Douglas Mountain Ranch Mine: <br /> 1. County Special Use—A full land use permit is needed with the Clear Creek County <br /> Planning and County Commissioner office. <br /> 2. APEN—A fugitive air emissions permit is needed from the Colorado Department of <br /> Public Health and Environment since the site may mine more than 70,000 tons per year. <br /> 3. CDOT—An access permit is required and will be acquired from the Colorado <br /> Department of Transportation. <br /> 4. Substitute Water Supply Plan of Augmentation Plan—A SWSP or augmentation plan <br /> may be needed to ensure legal water supply for the operation.
