The Division received a comments from Division of Water Resources and Colorado Parks and <br /> Wildlife regarding the application. The letters are attached for your review. Please acknowledge and <br /> address any comments noted in the letters and make changes to the application as necessary. <br /> 6.3 SPECIFIC PERMIT APPLICATION EXHIBIT REQUIREMENTS—110 LIMITED <br /> OPERATIONS <br /> EXHIBIT C-Minine Plan(Rule 6.3.3) <br /> 5. Within Exhibit C,the Applicant checked the 6-8 inches and 10-12 inches boxes regarding the depth of <br /> topsoil to be salvaged.Also within Exhibit C,the Applicant included a reclamation cost estimate which <br /> states 3"of topsoil will be replaced.Within Exhibit E,the Applicant checked the 10-12 inches box <br /> regarding the depth of topsoil to be replaced.Lastly,on the Exhibit E.2 Map,the Applicant identifies 12' as <br /> the depth of replaced topsoil.Please clarify these discrepancies and revise the application accordingly. <br /> 6. In accordance with Rule 3.1.9 and Rule 6.3.3(l)(b),if salvaged topsoil is not replaced on a backfilled area <br /> for reclamation within 180 days,please commit to seeding the topsoil stockpile(s)with the approved <br /> reclamation seed mixture for the purposes of stabilization and erosion control. <br /> 7. Within Exhibit C,the Applicant states no overburden is needed to be moved.Within Exhibit D the <br /> Applicant states all waste rock will be backfilled and within Exhibit E identifies the location of the waste <br /> rock stockpiles.The Division is familiar with similar operations in the vicinity of this proposed operation <br /> and typically sees the use of"overburden"and"waste rock"interchangeably. In accordance with Rule <br /> 6.3.3(1)(c),please specify the thickness of overburden or quantity of waste rock,if any,to be removed to <br /> reach the deposit. <br /> 8. In accordance with Rule 6.3.3(1)(d),please specify the thickness of the deposit to be mined. <br /> 9. In accordance with Rule 6.3.3(1)(f),please specify the dimensions(length x width x depth)of each of the <br /> pit excavations. <br /> EXHIBIT D-Reclamation Plan(Rule 6.4.5): <br /> 10. Within Exhibit D,the Applicant states the mined areas will be backfilled,then mulched,then will be <br /> covered with topsoil and seeded.Please confirm mulching will occur after the topsoil has been replaced. <br /> 11. Within Exhibit D,the Applicant states pine and fir will be planted as a part of the reclamation plan.Please <br /> provide the specific species and the planting rate(sapling trees/acre)of the trees. <br /> 12. The Division will calculate a cost estimate based on the responses to this adequacy letter. You will be <br /> provided copy of that reclamation cost estimate for review before the decision date. <br /> No further response needed. <br />
