Tony Tennyson representing Tri-State <br />Generation and Transmission Association (Tri-State) and Kurtis Blunt representing Colowyo Coal Company <br />(Colowyo) accompained the inspection. The weather for inspection was, windy and snowing with whiteout <br />conditions and limited visibility. Temperature during the inspection was around twenty five degrees fahrenheit. <br />Due to snowy conditions access around the site was extremely limited. <br />EXCESS SPOIL and DEVELOPMENT WASTE – Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />Dozers were observed staging excess spoil at the Collom box cut from a blast the day before. No spoil was being <br />hauled and placed along the Collom Excess Spoil Pile at the time of the inspection. <br /> <br />Collom spoil.
