L.G. EVERIST, INC. FIRESTONE GRAVEL RESOURCE
M-1996-052 Revised: February 8, 2019
RECLAMATION COST REVISION
The following information is provided to reevaluate the current
bond and is based on the layout of the 2010 CIRCES COST SUMMARY
FORM the Division provided during the last amendment permitting
process . The numbers and sequencing were left in the order
presented in 2010 for ease of following this estimate. The
numbers presented in each item are updated where needed. At this
mine it is not necessary to import fill material to complete
reclamation on the site . The methodology for the reclamation did
not change only the areas of work were increased to reach a
maximum disturbance that is the most expensive area to reclaim.
Map Exhibit C-1 Mining Plan Map (revised 1/2019) shows how the
mine would look at the time presented in this estimate . The
change made to the information previously provided includes,
increasing the total disturbance area; the length of working
face: and the amount of area needing reclamation. The QA/QC
number directly reflects the costs L.G. Everist has paid on 3
recent slope construction projects done by an outside construc-
tion company. The superintendent time is based on those projects
also. Typically the superintendents we have worked with are at a
site for 2 hours a day and their lead equipment operator then
provides supervision the rest of the day. We used the same
equipment chosen in the 2010 estimate .
The primary change is calculating a bond amount for the compacted
liner that involves using the entire perimeter length of the
liner for the small lake on Stage 2 (26501 ) and the perimeter of
Stage 3 (10 , 3501 ) a total of 13 , 000 linear feet . For the slope
we used an average depth of 35 feet so there is 68 . 055 cuyds per
liner foot of bank sloping material needed (35x105/2)x1fU27cufUyd) for a
total of 884 , 722 cubic yards . This estimate also uses 4 dozers
to do the sloping due to the sheer volume of material needing to
be moved. The material will be shale on the mine bottom and will
be pushed up from the bottom so no material will be imported.
Dewatering costs are based on dewatering 115 . 02 acres . In Stage
2 & 3 average depth 35 ft for the 38 . 98 acres not covered by
settling ponds . The depth over the settling ponds areas is an
