Mr. Staats stated he had worked <br />closely with the mine staff while the ditch was being backfilled, graded and topsoiled (photo 1 and 2). He did not <br />have any concerns about the final contour of the land or the topsoil distribution and thickness. ERMR hired Mr. <br />Staats to seed the area last fall, but was not able to do so before it snowed. ERMR has given Mr. Staats the seed to <br />seed the area in the spring. Mr. Staats was in agreement with this arrangement. <br /> <br />The section of the C18 ditch on the Guire property was partly snow covered and appeared to be stable (photo 3). <br /> <br />SIGNS AND MARKERS – Rule 4.02: <br /> TR85 was approved on January 17, 2019 reducing the permitted area of the mine. Most of the permit <br />boundary signs have been removed or repositioned as a result. A few signs in the area of the Guire and Goforth <br />properties still need to be repositioned. <br /> <br />TOPSOIL – Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> The topsoiled area north of Pond 18 appeared to be stable and the sediment control structures were in <br />operating condition. <br /> <br />The ring ditches and signs were in place for the topsoil piles (photo 4) by the facilities area and Pond 13. <br /> <br />The ring ditches, wattles and signs were in place for the topsoil piled on the Morgan property. <br /> <br />ENFORCEMENT ACTIONS/COMPLIANCE <br /> <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br /> <br />PHOTOGRAPHS <br /> Photo 1 – Staats Property East Side Photo 2 – Staats Property West Side
