EXHIBIT "E" <br /> RECLAMATION PLAN <br /> 6.4.5 The Reclamation Plan for the Elbert County Pit is as follows: <br /> (i➢ In preparing the Reclamation Plan: <br /> The Reclamation Plan addresses the following items:final grading,seeding,soil <br /> amendments,topsoil replacement,soil stabilization,and seedbed preparation. <br /> t 21 The Reclamation Plan shall include provision for,or satisfactory explanation <br /> of the general requirements for the type of reclamation proposed: <br /> (a) A description of the types of reclamation proposed to beachieved in the <br /> reclamation of the affected land and why chosen, the amount of acreage <br /> accorded to each,and a general discussion of the methods of reclamation as <br /> related to the mechanicsof earthmoving: <br /> The amended area will be reclaimed in a similar fashion as the mined area under the <br /> 112c Construction Materials Permit, i.e. rangeland. The existing land use for the <br /> proposed mining area is rangeland and the owner wants the area returned to rangeland <br /> as well. <br /> Table I, above, lists the various phases of mining and associated acres estimated to be <br /> affected. Reclamation will likely begin in Phase A,and then proceed to Phase B,PhaseC, <br /> Phase D lhmhiallyPhaseE. The last area to be reclaimed is the existing area encompassed <br /> by the present 1 12c Construction Materials Permit. The existing area of <br /> 112Construction Materials pit will be needed for product and topsoil stockpiles and as a <br /> common work area. <br /> Once the sands and gravels are removed,the final slopes will be final mined at a <br /> 3:H1 V slope. The areas ready for reclamation will have the topsoil replaced to a <br /> depth of 3-6 inches,or more dependent on the available topsoil. <br /> (b) A comparison of the proposed post-mining land use to other land uses in the <br /> vicinity and to adopted State and local land use programs. Where the post <br /> mining land use is for commercial purposes,appropriate evidence supporting <br /> such reasonable assurance shall be submitted,if not,a plan for revegetation <br /> shall besubmitted: <br /> The site and the surrounding land use is rangeland and wildlife habitat. <br />
