EXHIBIT C <br /> MINING PLAN (REVISED) <br /> OPERATION NAME: STRODE PIT <br /> COUNTY: Kit Carson <br /> OPERATOR: Castle Rock Construction Company of Colorado, LLC <br /> 1. Mining will commence in mid February 2019 or as soon thereafter as this permit <br /> is approved and will continue until the completion of a Highway I70 re- <br /> construction project from Flagler to Arriba. The completion of this project will be <br /> in the fall of 2020. Reclamation will be complete by the time the project is <br /> finished. <br /> 2. All of the topsoil along with the grass root zone on the existing rangeland will be <br /> salvaged for use in the reclamation process. Topsoil on the northerly disturbed <br /> portions of the pit (where mining will start) and access road will be striped to a <br /> depth of 4-6 inches and placed in the area designated INITIAL TOPSOIL <br /> STOCKPILE as shown on Exhibit E - Mining Plan Map, south of the affected <br /> area. After mining is completed in the northerly areas that topsoil will be replaced <br /> on the reclaimed area to the same 4-6 inches, and then the topsoil in the southerly <br /> area will be striped and placed in the area designated as SECONDARY TOPSOIL <br /> STOCKPILE on the Mining Plan. When mining is complete in the south the <br /> topsoil will again be replaced. Topsoil will be replaced when possible as the <br /> aggregate is excavated, thereby minimizing the size of the topsoil stockpile. <br /> 3. It is anticipated that there will be no overburden removed prior to excavating the <br /> aggregate material. <br /> 4. If stock piles are left for extended time over 180 days they will be temporarily <br /> seeded. Temporary seeding will utilize the seed mix stated in the reclamation <br /> plan. Any runoff from the stockpile will be channeled toward the excavation <br /> area. No drainage ways will be blocked by or contact the stockpile of topsoil. <br /> Topsoil placement will be complete by the fall of 2020. <br /> 5. Thickness of aggregate material to be mined is 15 to 25 feet. <br /> 6: Aggregate will be excavated within the pit limits and feed directly into a <br /> screening and washing plant. This plant will utilize water purchased from <br /> the Town of Flagler and piped to the site. The dirty water from the plant will <br /> be feed to a Jadair Water Clarifier to be cleaned. The clean water from this <br /> piece of equipment will them be discharged to a clean water pond for <br /> recycling back into the plant. The Clarifier will discharge the dirt removed <br /> from the material in a relatively solid form which will then be respread over <br />
