EXHIBIT "D" <br />Mining Plan <br />6.4.4 The Mining Plan for the FRANCISCOTTI PIT #2 is as follows (Please also see <br />map): <br />This will be typical open pit gravel mine located on an upland terrace gravel deposit. An <br />asphalt hot mix plant and or a concrete batch plant will be set up for projects in the area <br />from time to time, this use is permitted by the Huerfano County Conditional Use Permit <br />CUP Number 18-015. <br />(a) This operation of this mine will be carried out in phases. Each phase will <br />repeat the steps below. <br />The initial preparation of the surface before extraction of the sand and gravel will <br />consist of stripping the vegetation and topsoil and placing it in stockpiles for use <br />later during reclamation. Front-end loaders, scrapers, and Excavators or any <br />other suitable surface equipment will be used. <br />Following the stripping of vegetation and topsoil and saving in stockpiles, earthen <br />berms will be constructed where needed to keep the stormwater from running <br />into the river drainage this will be part of the stormwater management plan. A <br />more detailed view of the mining area can be seen on Exhibit "C" the Mining <br />map. <br />Topsoil stockpiles will be located at the south or north boundaries of the phases,' <br />with a maximum haul distance of approximately 1,200 feet within each phase <br />Extraction of the resource (Pit Run) will be accomplished with front-end loaders, <br />dozers, scrapers, backhoe excavators, or any surface mining type of equipment <br />that is economically feasible for this site. <br />This is an open pit surface mine, and mining and construction equipment <br />designed for this task will be used for earthmoving and transporting on site. <br />Mining Excavation will move southeast in the pit Area. The mining will be done in <br />such a manner as to mitigate any "high wall" conditionswith the pit walls left at a <br />3H:1V gradient, or flatter if the terrain permits. No high walls are planned. <br />During all phases, Best Management Practices must and will be followed. <br />(b) All earthmoving will be done with machinery designed for the job, eg. Dozer, <br />
