EXHIBIT E <br /> RECLAMATION PLAN AND TIMETABLE <br /> RECLAMA TION PLAN <br /> There are no plans at this time to change the future use for the <br /> mined areas for that approved in 2001 . Currently the post mining <br /> land use is rangeland and the new areas will have the same <br /> designation. The approved reclamation plans, including <br /> resoiling, revegetation methods and grass species, for the <br /> existing permit area will be used for the amendment areas . We <br /> will use the revegetation and recoiling methods approved in the <br /> original application and the Technical Revisions, on the new <br /> areas . The current reclamation plan is laid out as a phased <br /> operation. Under the original submittal this made sense because <br /> the original operator was small . When Albert Frei and Sons, Inc . <br /> took it over the companies sales demands are higher so having a <br /> Phase Reclamation Plan is too restrictive for how fast the <br /> material is being mined. Instead, the Phasing is being removed <br /> and a maximum disturbance layout is proposed. The text below <br /> addresses changes that are needed to make this happens . The <br /> Reclamation Plan Map shows the area to be reclaimed. <br /> Reclamation will be undertaken in the following manner for all <br /> parts of the mine . Except for the areas of the permanent private <br /> road, any stored overburden material and sand spoils from the <br /> plant ' s operation will be used to level the mines floor and <br /> rebuild side slopes . The final exterior slopes will be rebuilt <br /> and sloped 2H (horizontal) to 1V (vertical) and the floor will <br /> slope gently from north to south to preserve the natural drainage <br /> across the site. The current Reclamation Plan Map shows that <br /> some of the western part of the mine may be backfilled out from <br /> the west permit line so a long slope extends across the mine . The <br /> map shows the area as we feel it will be graded. Should excess <br /> waste material be encountered or a supply of inert fill material <br /> becomes available, Albert Frei and Sons will keep the option to <br /> do partial backfilling. Prior to this happening the Division will <br /> be notified and a Technical Revision will be filed to show what <br /> is planned. If the liner is installed on the southern area this <br /> area would be sloped, resoiled and seeded according to the <br /> reclamation plan and left as depression in the surrounding area. <br /> In the area where the mine floor reached the underlaying shale or <br /> has been backfilled with clay lenses or overburden it will be <br /> ripped and scarified prior to resoiling and seeding.
