The mine site is idle, with no mining activity
currently taking place. Facilities remain in place. The portals have been temporarily sealed. A reduced staff
remains on site to maintain the site and conduct required monitoring.
The weather was cold and snowing heavily. A 8" to 12" snopwpack remained on site. Portions of the North Fork
Valley had received rain the previous night. Visibility was low, due to intermittant fog and snow.
FISH and WILDLIFE — Rule 4.18:
There was a herd of roughly 50 to 60 Elk on the west side of the Gob pile #4. They were grazing in the
snow. Grasses on the gob pile are visible through the snow cover. Basil said he has been seeing this herd on the
pile frequently.
HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
Ponds were snow covered and frozen. Pond B and pond F were accessible. Snow cover indicated that
water (ice) level in the ponds were very low. No discharge was occurring from either pond. According to Basil,
no discharge had occurred from any of the ponds this month. Animal tracks (Elk or deer) were visible in the snow
over Pond F. No maintenance concerns were noted.
BRL is not plowing the haul roads or access roads to areas that they do not need to access in the winter months
while the mine is inactive. This renders ponds C, D and K extremely difficult to access. Due to slushy snow pack,
and heavy snow falling at the time of the inspection, the inspector did not attempt to access these ponds on foot.
PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11
Number of Partial Inspection this Fiscal Year: 5
Number of Complete Inspections this Fiscal Year: 2
Page 2 of 5
