RE: Prowers Aggregate Operators, LLC. — West Farm Pit—Permit No. M-2008-078 <br /> 112c Permit Amendment Application (Revision No. AM-01) <br /> Preliminary Adequacy Review Response 12121118 <br /> -8- <br /> is complete. Ponds and ditches within the mining area will be mined through and <br /> removed as part of the extraction of the sand and gravel reserves. <br /> 24) Please describe the reclamation to be achieved for the scale house. Will any portions of <br /> this feature require demolition for reclamation? If so, please be sure costs for its demolition <br /> and removal are included in the reclamation bond estimate in Exhibit L. <br /> Response: The scale house is a mobile trailer unit that is sitting on temporary <br /> concrete blocks. The scale house will be removed via towing it offsite and the <br /> temporary concrete blocks will be removed and landfilled. No demolition will be <br /> required. The area disturbed by the scale house will be reclaimed by scarifying, <br /> topsoiling, and seeding the area. <br /> 25) Please describe the reclamation to be achieved for the future conveyor. Will any portions of <br /> this feature require demolition for reclamation? If so, please be sure costs for its demolition <br /> and removal are included in the reclamation bond estimate in Exhibit L. <br /> Response: At this time PAO has decided not to install any conveyor from the <br /> wash plant to the south and it has been removed from the map. If PAO decides to <br /> install any conveyor in the future PAO will submit a technical revision to the <br /> permit including details of any required demolition of conveyor structures, and <br /> estimated reclamation bond costs for its demolition and removal. <br /> Exhibit G-Water Information (Rule 6.4.7): <br /> 26) The application includes two letters from the Division of Water Resources (DWR), dated <br /> February 16, 2015 and January 31, 2018, approving installed liners at this site after their <br /> office reviewed the results of the 90-day performance tests. Please confirm these letters <br /> are pertaining to the two slurry wall enclosures in the North Mining Area depicted on the <br /> Exhibit C- Pre-Mining/Mining Plan Map. <br /> Response: Yes, the liner approval letters are for the Phase 1 and Phase 2 slurry <br /> walls, both located in the North Mining area. <br /> 27) In the letter from the DWR, dated January 31, 2018, Item #3 specifies that additional <br /> information is required to be submitted prior to the lined reservoir being used for storage of <br /> water. During the Division's June 14, 2018 inspection, the first slurry wall enclosure <br /> (Phases 1-4) was filled with water. Please clarify whether the DWR has been informed of <br /> this use, and if all required information for this use has been submitted to their office. <br /> Response: The January 31, 2018 letter, Item #3 is referring to the Phase 2 slurry <br /> wall enclosure which surrounds the second north mining area reservoir cell. The <br /> mining of this cell is ongoing and has not been completed. No water has been <br /> stored in this cell to date. The information required in Item #3 will be provided to <br /> the DWR prior to storing any water in that cell. <br /> The first slurry wall enclosure has water stored in it. The DWR has been notified of <br /> this use and requires that monthly water balance accounting is submitted to them <br /> for this cell. See the attached accounting spreadsheet that is submitted to the <br /> DWR monthly. <br /> 28) The application includes a copy of the discharge permit obtained from the Colorado <br /> Department of Public Health and Environment (CDPHE) for two defined discharge points, <br /> Outfall #001-A and Outfall #002-A.
