December 12, 2018 C-1981-038/Bowie No. 1 Mine JHB

Number of Partial Inspection this Fiscal Year: 4
Number of Complete Inspections this Fiscal Year: 2

observers to view the camera feed as the drone is flying. He has a programmed flight pattern that flies from the
east mine gate, to reclaimed ponds 4,3,2,1, then to the reclaimed refuse pile pond, and over to the reclaimed ROM
pond. The drone flies above the reclaimed ponds. It is programmed to stop at each pond, near the spillway, turn
so the entire area is observed. The drone operator can supersede the program and manually control the drone if
additional, or closer observations are desired.

Portions of the reclaimed ponds that were in shadow still had snow cover. No concerns were noted at any of the
ponds. The drone flight also focused on the reclaimed ditch at the bottom of the reclaimed ROM slope. No
problems were noted along the ditches either. Basil offered to share the drone video footage with the Division.
However, we were unsure how to electronically transfer it to the inspector’s Panasonic tablet.

ROADS – Rule 4.03
Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and
(6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7):
The Access road at the east mine was driven up to the west side of the refuse pile. After that, snow cover,
and thawing roadway made progress doubtful as the inspector did not want to tear up the soft road. Staying off the
thawing roadways should help keep them from rilling during snowmelt and spring storms.

SUPPORT FACILITIES - Rule 4.04:
The loadout is idle. BRL has removed some additional materials that had been stored on site. Materials
and equipment still stored on site were neat and orderly. Basil said that BRL has sprayed the south east slope
previously identified with Jointed goatgrass. The Division will observe this slope in the spring and assess if the
spraying has the desired effect. The pond was damp but not holding any water. No concerns were noted at the
Coal storage area. The tractor tire still needs to be removed from this location. No other concerns were noted at
the loadout site.

DOCUMENTS RECEIVED NA
OTHER (SPECIFY) NA
ENFORCEMENT ACTIONS/COMPLIANCE

No enforcement actions were initiated as a result of this inspection, nor are any pending.
