Mr. Basil Bear accompanied the inspection <br />and represented the operator,Bowie Resources, LLC (BRL). The mine is a mostly reclaimed underground coal <br />mine.The main facilities, portals and coal storage areas have been reclaimed. Areas still needing to be reclaimed <br />include removal of two sediment ponds at the west mine, and the load out. <br /> <br />The weather was cool and cloudy with a winter storm forecast for later in the day. Snow patches remain on the <br />site up in the trees and in the higher elevations. Portions of the mine with south facing exposures tend to be free of <br />snow. <br />AIR RESOURCE PROTECTION – Rule 4.17: <br /> The wind picked up as the day progressed. However, no blowing dust or debris were observed blowing on <br />the site. All appeared stable. <br /> <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Mine records are stored at the mine office at Bowie No. 2 mine. Since Bowie No.1 mine is reclaimed, no <br />mine personnel remain at the Mine 1 site. Basil has recently brought the mine records down to the lower office <br />from the upper facilities area/warehouse area office. All records needed were found up to date, and easily <br />accessible. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The mine site tends to be frozen in the morning, yet thawing as the day warms up. As such, the access <br />road at the east mine softens up as it thaws out. To avoid tearing up the access road the reclaimed ponds at the <br />East mine and the ROM area were observed using the operator’s drone. <br /> <br />Basil uses a Phantom 4 DJI drone that is operated using an iPad tablet. The tablet allows the operator and other
