Mr. Basil Bear accompanied the <br />inspection and represented Bowie Resources, LLC. The weather started out cool and clear, warming and <br />becoming cloudy as the morning progressed. <br /> <br />The mine is inactive, with minimal crew retained on site. Activities are limited to maintenance and monitoring. No <br />coal is currently being mined. BRL has stopped working gob pile No. 3 for the winter months. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Mine records have been brought down from the upper office building to the lower office. All records <br />appear to be complete and the appropriate records were easily available. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br /> Basil reported that there has been a herd of Elk (35-50 head) hanging out with in the permit area. <br />Unfortunately, we did not see the elk during the inspection. We did observe numerous mule deer track near pond <br />C. Three Mule deer were observed near pond B later in the afternoon when the inspector was leaving the site. <br /> <br />Bald eagle are present in the North Fork of the Gunnison valley this time of year, though none were observed <br />while on the mine site. Unidentified hawks were seen in the vicinity. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> All ponds were inspected. All ponds were in good repair. None were discharging, nor showed evidence <br />of recent discharge (pumping). Ponds, C, F, and J were holding shallow pools of water, well below discharge <br />elevations. Ponds were frozen over. Ponds B, and D had frozen puddles in the very bottom of the ponds. Pond K <br />was damp but wasn’t holding any water or ice. No maintenance items were identified at any of the ponds. Basil <br />stated that he would schedule sediment clean out for pond F IF warranted in 2019. BRL cleaned pond F in 2018,
