2.05.4 Reclamation Plan <br />(1) The areas disturbed by the loadout facilities will be returned to industrial, fish <br />and wildlife and combination rangeland and fish/wildlife habitat land use as <br />shown on Map -07. This will be accomplished by restoring the area to the <br />approximate original contour. Select areas will be covered with topsoil and <br />seeded with the approved seed mix. <br />Most of the rail loop and facilities are constructed on land classified as <br />Industrial. It is barren land that was previously used as a land farm area <br />for a now closed refinery. The land farm areas consist of barren <br />evaporation ponds. The reclamation plan for this industrial land is to <br />remove facilities, clean up coal fines and grade the area to approximate <br />original contour. The industrial area will be returned to its pre -mining land <br />use and pre -mining land use capabilities. The industrial area will not be <br />seeded or mulched. <br />The reclamation plan for this industrial area fits into Rule 4.15.10(3) which <br />states: "For mine support facilities located within areas where the pre - <br />mining land use was industrial or commercial, and the approved post - <br />mining land use is industrial or commercial, the vegetation requirement of <br />4.15.10(2) may be waived if requested in writing by the landowner, and if <br />the Division determines that revegetation is not necessary to control <br />erosion". <br />The Applicant is the legal owner of record of the barren industrial area. <br />The Applicant hereby requests the vegetation requirement of 4.15.10(2) <br />be waived. <br />Restoring the land to approximate original contour will minimize or <br />eliminate erosion. The existing berms contain most of the precipitation <br />that falls on the industrial area. Little run-off leaves this relatively flat <br />industrial site. Control of wind erosion is discussed below. <br />(2)(a) Reclamation work will be initiated when the loadout facility is no longer <br />needed. Reclamation of the site will take four years. The first year will be <br />set aside to salvage and sell assets. The second year of will involve the <br />removal of buildings and structures from the site. The third and fourth year <br />will be used to grade the disturbed area to approximate original contours, <br />place topsoil on the regraded area and seeding the area with the approved <br />seed mix. <br />Permit Application 2.05-29- 08/26/11 <br />
