• COLORADO DEPARTMENT OF HEALTH <br />Water Quality Control Division <br />Rationale - Page 5 <br />Permit No. CO -0034142 <br />APPLICABLE RULES AND REGULATIONS: (Continued) <br />Outfalls 002, 003, 022 <br />Outfalls 002 and 003 consist of mine drainage. BPT, BAT, SES and WQS based <br />limitations apply to these outfalls. Outfall 022 consists of groundwater from <br />a spoils area and mine drainage. Because of the mine drainage constituent in <br />outfall 022, the same limitations apply to this outfall as apply to 002 and <br />OU3. Table 2 shows a comparison of applicable limitations. <br />TABLE 2 <br />l/ These limitations are expressed as "total" iron <br />2/ This flow represents the combined design flow from 002, 003 and 022. <br />Water quality based limitations were derived using the following mass balance <br />formula: <br />EL = WQS 07-10 + QEFF) - (Q7-10 X CAMB) <br />QEFF <br />Where: <br />EL = Calculated effluent limitation (mg/1) <br />WQS = Applicable water quality standard (mg/1) <br />Q7-10 = Receiving water 7 -day, 10 -year low flow (25.9 cfs) <br />QEFF = Maximum effluent flow (6.93 cfs) <br />CAMB - Ambient instream concentration (mg/1) <br />Ambient data were obtained by the permittee for zinc. These data were used in <br />the calculation of limitations. A detailed discussion of this topic can be <br />found in the rationale for amendment No. 2, dated November 7, 1983. <br />• An ambient iron concentration of 1.06 mg/l was used to calculate the iron <br />limitation.
