PERMIT#: M-1973-021 <br /> INSPECTOR'S INITIALS: MAC <br /> INSPECTION DATE:February 28,2017 <br /> OBSERVATIONS <br /> The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br /> (Division). Mike Refer, Trulane Vanatta and Joel Bolduc were present on behalf of Aggregate Industries. The <br /> Morrison Quarry is located approximately 1.5 miles south of Morrison, Colorado on the west side of Colorado <br /> Highway 8 along the Dakota Hogback. The commodity of interest is granite aggregate and the post-mining <br /> land use is developed water resource. <br /> Air Resource Protection: <br /> No fugitive dust was observed during the inspection. Water for dust control is obtained from the reservoir in <br /> the north quarry. <br /> Explosives: <br /> The Operator conducts blasting of quarry benches approximately 2 times per week. No blasting was occurring <br /> during the inspection. <br /> Financial Warranty: <br /> The Division currently holds a financial warranty in the amount of$1,595,615. The financial warranty was last <br /> calculated during the review of Amendment No. 5 in 1998. The current bond amount was established on a per <br /> acre basis, rather than on a detailed list of reclamation items. A copy of the Adequacy Review letter for <br /> Amendment No. 5, dated October 23, 1998, which details the per acre reclamation costs has been enclosed <br /> with this report. The 2016 Annual Report specifies there are currently 71.9 acres of mining related <br /> disturbance. The Division has reviewed an aerial image of the operation and has found the affected area to be <br /> greater than 71.9 acres. In addition, the Annual Report does not provide an accounting for the acres in various <br /> stages of reclamation since permitted mining activities began, i.e., total acres backfilled, total acres graded, <br /> total acres seeded. In order to determine if the financial warranty remains adequate to complete reclamation, <br /> the Division must have an accurate accounting of the various types of disturbances within the quarry. <br /> Pursuant to Rule 1.15(1), the Annual Report shall include all information specified on the Annual Report Form. <br /> The lack of all required information on the 2016 Annual Report Form has been cited as a problem and will <br /> require corrective action by the Operator. Please see the first page of this report for additional information. <br /> Hydrologic Balance: <br /> The stormwater ditches were inspected and were found to be in good shape and free of any obstructions.The <br /> Morrison Quarry has three outfalls which were also inspected. The Division observed minor erosion below <br /> Outfall No. 1. Pursuant to C.R.S. 34-32.5-116(4)(j), all surface areas of the affected land, including spoil piles, <br /> shall be stabilized and protected so as to effectively control erosion.This matter has been cited as a problem <br /> and will require corrective action by the Operator; please see the first page of this report for additional <br /> information. <br /> Gen. Compliance With Mine Plan: <br /> North Quarry: <br /> Mining within the North Quarry and Central Quarry is complete. The North Quarry contains the raw water <br /> reservoir for the Town of Morrison, which is currently full and functioning. In addition, the North Quarry <br /> contains the North Repository which is utilized as a repository for waste aggregate. <br /> Page 2 of 5 <br />
