2 | Page <br /> <br />The Rail Emanating South from its Intersection with Highway 40. This line has been <br />partially reclaimed (e.g. much of the rail has been removed) and is scheduled to stay above grade <br />to provide a “rails to trails” conveyance for the City of Hayden. The plans also include a parking <br />lot just to the south of the intersection of the rail and Highway 40. I observed this line as we <br />drove to the former location of the loadout and I did not see any issues, the entire line was stable <br />and well vegetated at the time of inspection. <br /> <br />Pond 1 / Truck Loop Pond. Pond 1 (Figure 2), holding water at the time of inspection, also <br />includes NPDES Point #1. All banks, inlets, and outlets were stable and fully functional. All <br />culverts were clear and the pond and its adjacent area were well vegetated with desirable species. <br /> <br />Pond 2 / Rail Loop pond. Pond 2, dry at the time of inspection, also includes NPDES Point #2. <br />All banks, inlets, and outlets were stable and fully functional. All culverts were clear and the <br />pond and its adjacent area were well vegetated with desirable species. The emergency spillway <br />was a concrete blanket in excellent condition for being over 20 years old. The spillway contained <br />a soil berm with a PVC pipe (Figure 3), which we surmised was the NPDES #2 sample point. <br /> <br />Ground Water Monitoring Well. Close to Dry Creek, this well was functional and fully <br />competent without any visible damage at the time of inspection (Figure 4). The adjacent section <br />of Dry Creek was holding water at the time of inspection. <br /> <br />Topsoil Piles and Roads. All topsoil piles and roads within the permit were stable and <br />functional at the time of inspection. One topsoil pile, the Mesa Gravel Pit Entry topsoil pile, <br />lacked markers. These markers are required, and the operator agreed to place some at this topsoil <br />pile. <br /> <br />Overall Vegetation. This site is well vegetated with desirable species including perennial <br />shrubs, forbs, and grasses (Figures 5 and 6). <br /> <br />Maintenance Items <br />-Install topsoil pile markers at the Mesa Gravel Pit Entry topsoil pile. <br />-Ensure the impoundment report is filed by November 1, 2018. <br />-Ensure the September 2018 inspection report is filed on site by November 1, 2018. <br /> <br />Monitoring <br />-No specific recommendations resulted from this inspection. Continue to monitor the entire site <br />for stability. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
