(TC), DRMS <br />Permit No. C-1982-056. Tabetha Lynch with the Colorado Division of Reclamation, Mining and Safety <br />(Division) conducted the ground inspection on 10/16/2018 and 10/17/2018. The weather was clear and warm. <br />The mine was clear of snow but muddy in areas. All areas of the mine were accessible during the inspection. <br />Maintenance items are bulleted below. <br />AIR RESOURCE PROTECTION – Rule 4.17: <br /> Smoke was coming off hot spots on the coal pile at the time of inspection. One area had ignited. Dozers <br />and a long reach were spreading the hot spot to cool. <br /> <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Records were checked at the mine office. Details are provided at the end of this report. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> <br />During the September inspection it was discovered that a water main broke between check valve risers just outside <br />the gate of the Fish Creek Borehole pad. Pictures in September inspection report. Water from the break was <br />flowing down the ditches on either side of the access road and to a stock pond. The water had a slight smell but no <br />coal fines or staining was present. The operator stated the source of the water was the 6MN reservoir. The line i s <br />part of the water recirculation system. The water was no longer flowing and a maintenance contractor were on site <br />at 1 pm on 12/20/2018. Area was rechecked during October inspection. The break was repaired, no erosional <br />features are present from the flow and no vegetation appears to be altered as a result. There were cows present in
