Other obvious indicators of stormwater pollution. <br /> c. Quarterly Visual Assessment Documentation. The permittee must document the visual assessment results and <br /> maintain this documentation onsite with the facility SWMP as required in Part I.M.8. The permittee is not required to <br /> submit visual assessment findings to the Division, unless specifically requested to do so. At a minimum,visual <br /> assessment documentation of the must include: <br /> i. Sample location(s); <br /> ii. Sample collection date and time,and visual assessment date and time for each sample; <br /> iii. Personnel collecting the sample and performing visual assessment,and their signatures; <br /> iv. Nature of the discharge(i.e., runoff or snowmelt); <br /> v. Results of observations of the stormwater discharge; <br /> vi. Probable sources of any observed stormwater contamination;and <br /> vii. If applicable,why it was not possible to take samples within the first 30 minutes. <br /> d. Quarterly Visual Assessment Corrective Actions: If the visual assessment indicates the control measures for the facility <br /> are inadequate or are not being properly operated and maintained,the permittee must conduct corrective actions <br /> consistent with Part I.K(Corrective Actions)of this permit. <br /> e. The permittee shall maintain visual monitoring procedures in the SWMP as required in Part I.M.8. <br /> 2. Benchmark Monitorine <br /> This permit provides pollutant benchmark concentrations that may be applicable to the discharge authorized by this permit. <br /> The benchmark concentrations are not effluent limitations;a benchmark exceedance,therefore,is not a permit violation.When <br /> the discharge exceeds an applicable benchmark concentration,the permittee must conduct corrective actions consistent Part <br /> I.K(Corrective Actions)of this permit. Failure to respond to benchmark value exceedances is a violation of the permit. <br /> a. Applicability of Benchmark Monitoring <br /> The permittee shall monitor at each benchmark sampling location for each benchmark parameter(s)specified for the <br /> industrial activity in Part 1.0—Asphalt Batch Plants,and Part LP—Concrete Batch Plants of this permit.The Division may <br /> also include a site specific benchmark in a permit certification as appropriate to ensure that compliance with the other <br /> terms and conditions of the permit will control discharges as necessary to meet water quality based effluent limitations <br /> contained in Part I.C.2.b of the permit. <br /> b. Benchmark Monitoring Schedule <br /> Benchmark monitoring must be conducted quarterly,for the first 4 full quarters of permit coverage. Exceptions to this <br /> schedule include: <br /> i) Permittees at facilities in climates with irregular stormwater runoff may request a modification of this quarterly <br /> schedule as specified in Part I.H.5 of this permit. <br /> c. Averaging monitoring values <br /> Permittees must calculate average concentrations in accordance with the requirements of Part LEA of this permit. <br /> d. Benchmark Monitoring Actions—Data not exceeding benchmarks <br /> After collecting 4 benchmark samples,if the average of the monitoring values for any parameter,at a specific outfall,does <br /> not exceed the benchmark,the permittee may reduce benchmark monitoring frequency for that parameter to once-per- <br /> year, rotating through the quarterly monitoring periods. DMR reporting shall be consistent with Part I.N of this permit. <br />
