Snowmelt monitoring: The permittee must document the date of the sampling event for each monitored snowmelt <br /> event. This documentation is required only for those snowmelt events that result in a discharge that the permittee <br /> monitors. <br /> 4. Sample Type and Requirements <br /> a. Grab samples shall be used for all monitoring and shall not be combined. <br /> b. Permittees must take a minimum of one grab sample from a discharge resulting from a measurable storm event. <br /> c. Grab samples must be collected within the first 30 minutes of a measurable storm event(see Part I.H.2). If it is not <br /> possible to collect the sample within the first 30 minutes of a measurable storm event,the sample must be collected as <br /> soon as practicable after the first 30 minutes,and documentation must be kept with the SWMP explaining why it was <br /> not possible to take samples within the first 30 minutes. <br /> d. In the case of snowmelt,samples must betaken during a period with a measurable discharge. <br /> e. All discharge samples at a facility must be taken during the same storm event,if feasible. <br /> 5. Climates with Irregular Stormwater Runoff <br /> a. If a facility is located in an area where limited rainfall occurs during parts of the year,or in areas where freezing <br /> conditions exist that prevent runoff from occurring for extended periods,the permittee may submit a modification <br /> request to the Division,to change the required monitoring events to seasons when precipitation occurs,or when <br /> snowmelt results in a measurable discharge from the facility. <br /> b. The permittee must still collect the required number of samples. <br /> c. The permittee must maintain the revised monitoring schedule with the facility's SWMP as specified in Part I.M.B. <br /> 6. Monitoring for allowable non-stormwater discharges <br /> A permittee is only required to monitor allowable non-stormwater discharges(as delineated in Part I.A.1.c)when they are <br /> commingled with stormwater discharges associated with industrial activity. <br /> 7. Monitoring Exceptions for Inactive and Unstaffed Sites <br /> The requirement that permittees conduct and document visual monitoring, benchmark sampling,or water quality standards <br /> monitoring of stormwater discharges does not apply at inactive and unstaffed sites(please see Appendix C-Definitions for how <br /> the term 'inactive'is used in this permit). Routine reporting of DMR data must follow the reporting conventions required at the <br /> Stormwater Specific Reporting and Recordkeeping section (Part I.N)of the permit. <br /> Additional requirements apply to these facilities,as provided below. <br /> a. At inactive and unstaffed facilities that maintain a condition of no exposure,i.e.,there are no industrial materials or <br /> activities exposed to stormwater: <br /> i. The permittee must maintain a statement in the facility SWMP(Part I.M.8)indicating that the site is inactive and <br /> unstaffed(and associated dates),and that there are no industrial materials or activities exposed to precipitation,in <br /> accordance with the substantive requirements in 5 CCR 1002-61.3(2)(h).The statement must be signed and <br /> certified in accordance with Part I.F(Reporting and Recordkeeping). <br /> ii. If conditions change and industrial materials or activities become exposed to stormwater,this exception no longer <br /> applies and instead,the exception at Part I.H.7.b, below,applies. <br /> b. At inactive and unstaffed facilities that do not maintain a condition of no exposure,the permittee must conduct <br /> additional facility inspections as required at Part 114 of this permit. <br />
