PART I <br /> Page 27 of 67 <br /> Permit No.:COG500000 <br /> 2. Maintenance of Control Measures and Associated Documentation <br /> a. The permittee must maintain all control measures used to achieve the effluent limits required by this permit in <br /> effective operating condition (see Part I.C.2). For this permit, maintenance includes preventative and routine <br /> maintenance, modification,repair, replacement,or installation of new control measures. Observations resulting in <br /> maintenance activities can be made during a site inspection,or during general observations of site conditions. <br /> b. Corrective actions associated with maintaining control measures must be conducted with due diligence,as soon as <br /> possible after the need is discovered,to achieve the effluent limits required by this permit. The permittee must <br /> implement interim control measures to achieve the effluent limits required by this permit while performing <br /> maintenance of the primary control measure. <br /> c. The permittee shall document corrective actions associated with maintaining control measures,in accordance with <br /> Part. LK(Corrective Actions)of this permit,and shall revise the facility SWMP to reflect replacement or installation of <br /> new control measures. <br /> H. GENERAL MONITORING REQUIREMENTS — Stormwater only <br /> 1. Substantially identical outfalls <br /> When a facility has two or more outfalls that, based on a consideration of features(e.g.grass vs. pavement,slopes,catch basins <br /> vs.swales)and activities within the area drained by the outfall,the permittee reasonably believes discharge substantially <br /> identical effluents,the permittee may monitor the effluent of one such outfall and report that the results also apply to the <br /> substantially identical outfalls. <br /> a. For visual assessments,this provision applies only when visual assessments are rotated between each substantially <br /> identical outfall throughout the period of the permittees coverage under this permit. <br /> b. As required in Part I.M.8,the SWMP must describe the rationale for any substantially identical outfall determinations. <br /> 2. Measurable storm events and Delayed release of stormwater <br /> a. Rain event: The permittee must conduct all required monitoring on a storm event that results in an actual discharge <br /> from the facility("measurable storm event"),which includes discharges to surface water within the facility permit <br /> boundary,and that follows the preceding measurable storm event by at least 72 hours(3 days). <br /> b. Snowmelt event: The permittee must conduct snowmelt monitoring at a time when a measurable discharge occurs <br /> from the facility,which includes discharges to surface water within the facility permit boundary occurs. <br /> c. Delayed release of stormwater: In the event stormwater is detained at the facility(such as in a detention pond/area), <br /> and discharges or is manually released at a later date,the permittee must conduct all required monitoring at the time <br /> of release,and record Storm Event information (see Part I.H.3,below)for the previous measureable storm event. <br /> This requirement pertains to those discharges that result in an actual discharge from the facility,or that discharge to <br /> surface water within the facility permit boundary. Discharges from the mining pit(process water)are not subject to this <br /> provision. <br /> 3. Storm event information <br /> a. Rain event: For each measurable storm event that is monitored to meet the requirements of the permit,the permittee <br /> must document: <br /> i. The date,time of the start of the discharge,time of sampling,duration (in hours)of the rainfall event,and <br /> magnitude(in inches)of the storm event sampled;and <br /> ii. The duration between the storm event sampled and the end of the most recent storm event that produced a <br /> discharge <br />
