<br />Proposed Decision and Findings of Compliance October 2018 <br />Partial Phase II and III Bond Release SL-14 Page 6 <br /> <br />The following discussion of observations and findings focuses on the results of vegetation re- <br />establishment and compliance with the reclamation plan in the East and West Pit for the Partial <br />Phase II and III Bond Release. Reclamation parcels were reclaimed from 1995 through 2012. <br />Vegetation sampling was conducted in 2016 and 2017. All the requested parcels associated with the <br />Phase III portion of the SL-14 application have met or surpassed the minimum lability time frame of <br />ten years in accordance with Rule 3.02.3(2)(b). <br /> <br />The evaluation of the bond release application included a review of past inspection reports, annual <br />reclamation reports, and annual hydrology reports, as well as a pre-inspection meeting to discuss <br />permit requirements and regulatory criteria and the bond release inspection. The bond release <br />inspection was conducted on June 19 - 21, 2018. Several items including topsoil redistribution and <br />revegetation success data that were included in the bond release application were reviewed by the <br />Division in the office during the technical evaluation of the bond release application before, during <br />and after the inspection. <br /> <br />The twenty-four reclamation parcels, totaling approximately 822.4 acres of Phase II and <br />approximately 222.6 of Phase III, are included in SL-14 application and are summarized below. <br /> <br />East Pit (EP) West Pit (WP) <br />Parcel Phase Release Parcel Phase Release <br />041 III 003 III <br />045 II & III 004 III <br />046 II & III 012 II & III <br />047 II & III 013 II & III <br />048 II & III 014 II <br />049 II & III 015 II <br />050 II & III 016 II <br />051 II 017 II <br />052 II 018 II <br />053 II 019 II <br />054 II 020 II <br />055 II <br />057 II <br /> <br /> <br />All reclamation parcels are located in the East and West Pits and have received Phase I bond <br />release. Reclamation Parcels EP041, WP003 and WP004 have received Phase II under previous <br />bond release applications as well. The seed mixes used for reclamation parcels can be found in <br />Tables 2.05-7, 2.05-8 and 2.05-9 in Colowyo’s PAP. The post-mining land use for the Phase III <br />Bond Release area is rangeland, as defined by Rule 1.04(71)(c). <br />
