(4) The revegetation plan shall provide for the greatest probability of success in plant <br /> establishment and vegetation development by considering environmental factors such <br /> as seasonal patterns of precipitation, temperature and wind; soil texture and fertility; <br /> slope stability; and direction of slope faces. Similar attention shall be given to <br /> biological factors such as proper inoculation of legume seed, appropriate seeding <br /> and transplanting practices, care of forest planting stock, and restriction of grazing <br /> during initial establishment. The Board or Office, in consultation with the <br /> Landowner and the local Soil Conservation District, if any, shall determine when <br /> grazing may start. <br /> The perennial plant species chosen are a native to the area and are therefore suitable to the <br /> site elevation and precipitation range. The slopes of the site, 3H:1 V or less, will promote <br /> site stability and plant establishment. In addition, the seed mix will promote soil <br /> stabilization. <br /> (5) To insure the establishment of diverse and long lasting vegetative cover, the <br /> Operator shall employ appropriate techniques of site preparation and protection such <br /> as mechanical soil conditioning by discing and ripping; mulching; soil amendments <br /> and fertilizers; and irrigation. <br /> • This site is being returned to rangeland use. The only requirements are grades <br /> appropriate for grazing and topsoil depths for plant establishment. <br /> • The seedbed preparation, seeding and mulching practices discussed above will be <br /> used. <br /> • There are no plans to irrigate the area. <br /> (6) Methods of weed control shall be employed for all prohibited noxious weed <br /> species, and whenever invasion of a reclaimed area by other weed species seriously <br /> threatens the continued development of the desired vegetation: <br /> • If noxious weeds invade the site, a weed control program will be implemented as <br /> soon as possible to stop the spread of the noxious weeds. A portion of the <br /> reclamation cost will be devoted to this item. <br /> • Since the land may be used for grazing by the landowner, SEMA will work with the <br /> landowner and only utilize those noxious weed control practices which are <br /> acceptable to the landowner, or simply defer to the landowner as he so directs. <br /> • Please see Noxious Weed Control Plan contained in this permit application. <br /> (7) When necessary, fire lanes or access roads shall be constructed through the area <br /> to be planted. <br /> • It will not be necessary to construct fire lanes. <br /> • An additional site access road should not be needed for site reclamation. The access <br /> road will be reclaimed upon completion of mining. <br /> • Internal haul roads will be reclaimed according to the approved reclamation plan. <br /> 47 <br />
