Where the subgrade is of acceptable quality, it may <br /> include disc plowing the topsoil and subgrade together, a practice typically used by <br /> commercial landscapers. Please see Section 6.3.4(1)(c)(ii) for additional details. <br /> (6) Topsoil substitute if existing topsoil is of insufficient quantity or of poor quality <br /> for sustaining vegetation, and if other materials can be shown to be more suitable for <br /> vegetation requirements, then the Operator shall remove, segregate, and preserve in a <br /> like manner such other materials which are best able to support vegetation. <br /> Adequate topsoil does not exist on site to complete reclamation requirements. Please see <br /> Section 6.3.3(1)(b) for an explanation as to how SEMA intends to deal with the plant <br /> growth material shortage. <br /> (7) When growing media is replaced, it shall be done in as even a manner as possible. <br /> Fertilizer or other soil amendments shall be added dependent on soils test or if <br /> required in the reclamation plan. <br /> Topsoil will be replaced to a average depth of between 4-6 inches on all areas. Soil <br /> amendments will be added as specified in Section 6.3.4(1)(c)(ii). <br /> (8) Vegetative piles shall be removed from the area or utilized in accordance with the <br /> Reclamation Plan: <br /> No brush or trees are within the proposed affected area. <br /> 3.1.10 Revegetation <br /> (1) In those areas where revegetation is part of the Reclamation Plan, land shall be <br /> revegetated in such a way as to establish a diverse, effective, and long lasting <br /> vegetative cover that is capable of self-regeneration without continues dependence on <br /> irrigation, soil amendments or fertilizer, and is at least equal in extent of cover the <br /> natural vegetation of the surrounding area. <br /> The proposed seed mix is composed of native species typical of the area. Please see <br /> sections 6.3.3.(1)(b) and 6.3.4(1)(c)(i) and (ii) which discuss plant growth material and soil <br /> amendments. <br /> (2) If the Operator's choice of reclamation is forest planting, they may, with the <br /> approval of the department, select the type of trees to be planted. <br /> No trees are to be planted. <br /> (3) If the Operator's choice of reclamation is for range, the land shall be restored to <br /> slopes commensurate with the proposed land use and shall not be too steep to be <br /> traversed by livestock. <br /> The site is to be returned to rangeland. Any slopes less than 3H:1 V will not hinder use by <br /> livestock. The intent is to return the slopes to 3H:1 V or less. <br /> 46 <br />
