However if available, we may haul-back plant growth material for site reclamation from the <br /> CDOT construction site. Prior to hauling plant growth material to the borrow site, we will <br /> comply with applicable DRMS regulations and receive DRMS approval prior to any plant <br /> growth material haul back. <br /> (10) All mined material to be disposed of within the affected area must be handled in <br /> such a manner so as to prevent any unauthorized release of pollutants to the surface <br /> drainage system: <br /> All mined material will be handled in such a manner so as to prevent any unauthorized <br /> release of pollutants to the surface drainage system. All stockpiled material will be located <br /> and managed so as to avoid any uncontrolled runoff. All storm water runoff from the site <br /> will be in accordance with the SEMA's Corporate Stormwater Management Plan. (A <br /> Stormwater Permit is only required where an operation has the possibility of a discharge to <br /> State waters from storm water that can come into contact with any overburden, raw <br /> materials, intermediate products, finished products,by products or waste products located <br /> at the site of such operations.) SEMA intends to operate the site in such a manner that <br /> storm water will be prevented from contacting the above listed items. In the unlikely event <br /> where storm water does come into contact with any of the above listed items, a Stormwater <br /> Permit will be obtained. <br /> (11) No unauthorized release of pollutants to ground water shall occur from any <br /> materials mined, handled or disposed of within the permit area: <br /> No ground water pollutants shall be released from the site. SEMA will implement its <br /> Corporate Spill Prevention, Containment and Countermeasures (SPCC) Plan to handle <br /> spilled fuel within the permit boundary. At the present time, SEMA does not intend to <br /> have fuel storage on site. If a determination is made to store fuel on site, a technical <br /> revision will be submitted. <br /> 3.1.6 Water—General Requirements: <br /> (1) Hydrology and Water Quality: <br /> Disturbances to the prevailing hydrologic balance shall be minimized: <br /> (a) Compliance with applicable Colorado Water laws and regulations governing <br /> injury to existing water rights: <br /> SEMA will comply with Colorado water laws and regulations governing injury to <br /> existing water rights. <br /> (b) Compliance with applicable federal and Colorado water quality laws and <br /> regulations, including statewide water quality standards and site specific <br /> classifications and standards adopted by the Water Quality Control Commission: <br /> SEMA will comply with applicable Federal and Colorado water quality laws and <br /> regulations, including all the standards adopted by the State Water Quality Control <br /> Commission. (Please see items 3.1.5 (10), and(11) above.) There will be no discharge <br /> of process water from the site. The operation will not intercept the regional ground <br /> 37 <br />
