disturbance will require approximately 7,251 cubic yards of plant growth
material. However, only 2,151 cubic yards of plant growth material is
available from the two soils units. Therefore, there is a short fall of
approximately 5,100 cubic yards.
• To address the shortfall, SEMA has two options.
➢ Option 1: SEMA will use available plant growth material and
augment what is available by using the subsoil material, once the borrow
material is removed. This Option may also include amending the plant
growth material, as needed, to ensure the resulting composite plant
growth material will allow for the establishment of the seeded plant
species and ensure the post mining land use, rangeland.
➢ Option 2: This Option is a combination of Option 1 and may include
the haulback of plant growth material from the offsite CDOT
construction project. The material returned to the site will be excess
material not needed for the CDOT construction project, clear of any
contamination and where noxious weeds are not a significant problem.
(This permit application includes a noxious weed control program in the
event there is a problem with noxious weed.)
• Two topsoil stockpiles are proposed for the borrow site as shown on the
Mine Plan Map.
• The topsoil stockpiles will only be graded (sloped) and seeded if the
stockpiles are to be left for more than 9 months.
(c) Specify the thickness of overburden or quantity of waste rock, if any, to be
removed to reach the deposit. The location of any overburden stockpiles or
waste rock fill must be shown on Exhibit E—Map:
• This mining operation is a borrow pit. With the exception of the plant
growth material removed for site reclamation, all excavated material will be
used as borrow material.
• The approximate maximum depth of excavation is 20 feet.
(d) Specify the thickness of the deposit to be mined:
Maximum removal depth will be approximately 20 feet. We plan to remove up to
250,000 cubic yards of material.
(e) Describe the major components of the mining operation such as: roads,
access routes, pit, office, shop/maintenance buildings, plant, processing
facilities, and any underground openings such as adits or ventilation facilities.
These components must be located on Exhibit E—Map:
• All major components are shown on Exhibit E—Pre-Mine/Mine Plan Map.
• The operation will consist of an access road allowing borrow material to be
loaded and hauled to the CDOT project construction site. It may also be used
to haul back plant growth material for site reclamation. The existing access
road will be modified as needed to permit safe access off I-25 Frontage Road
to the borrow area. The access road will be reclaimed once mining and site
reclamation operations are completed.
31
