Moffat Mining Res o� The anticipated sale of the operations did not occur, MR55 was withdrawn, <br />and the existing surety bond remains in-place. Recent updates of the reclamation cost estimate by the <br />DRMS indicate that the existing bond provides adequate coverage for the calculated remaining <br />reclamation liabilities. <br />10 October DRMS <br />Adequately addressed <br />DRMS will update the bond calculation and provide it to Moffat Mining Inc. in advance <br />of the proposed decision. <br />Rule 2.05.3 Operational Plan — Permit Area <br />14. Please reevaluate the mine facilities as described in Section 2.05 of the permit, listed in Table 56, and <br />shown on Maps 25 and 26. Those facilities not being maintained and not intended for future <br />mining or related operations require reclamation as per the approved reclamation plan. The Division <br />understands that through currently occurring reclamation, some buildings have already been <br />removed, while others may be requested to become permanent structures with upcoming revisions. <br />Please update the PAP with those revisions. <br />10 October DRMS <br />Adequately addressed <br />Rule: 4.05.2(5) Sediment Pond Construction <br />Sediment Pond designs are found in Exhibit 18 of the permit document. This exhibit comprises numerous drawings, <br />SedCad runs and summary information. The reclamation plan (Section 2.05.4) of the permit addresses sediment <br />pond maintenance. The ponds are designed to handle a 10 -year 24-hour event as required by this rule. <br />15. Exhibit 18 states that during a pond evaluation by Leonard Rice Consulting Water Engineers, Inc., it <br />was not possible to determine the volume and detention time of ponds 9-P2 and 9-P3. Please provide <br />this information or indicate where in the permit this information can be found. <br />10 October DRMS <br />Adequately addressed with correspondence from the Division July 1989. <br />16. For all existing ponds please update the pond summary information on page 22 of Exhibit 18 to <br />provide information on: <br />a. Crest Elevation <br />b. Spillway Crest Elevation <br />c. Spillway Crest Length <br />d. Spillway Head and Freeboard <br />10 October DRMS <br />Adequately addressed <br />Rule 4.03.1(7), 4.03.2(7) and 4.03.3(7) -Haul Road, Access Road and Light Use Road Reclamation <br />There is a discrepancy with the Roads Map, Map 27. Map 27 in Laserfiche is different than the hard copy Map 27 <br />in the permit. The map in Laserfiche is dated later and is likely the correct map. Section 2.05 of the permit <br />discusses roads beginning on page 2.05-14.1, and reclamation of the roads is discussed on page 2.05-31.3. The <br />following adequacy review issues were noted: <br />17. Page 2.05-14.1 cites Map 27A. The Division could not locate this map in our hard and electronic <br />copy of the permit.
