TECHNICAL REVISION NO. 5—Plant Modification <br /> HUKILL GULCH MILLSITE (DRMS Permit No. M-2009-076) <br /> Venture Resources, Inc. <br /> The CDPS Stormwater Permit and Stormwater Management Plan(SWMP)will be modified to depict and <br /> incorporate all described facility modifications. Given that the Hukill Mill site has been inactive (i.e., <br /> non-operational) since 2012, all existing (approved) stormwater management controls (e.g., water bars, <br /> diversions, berms, and detention features, etc.) will be inspected by Venture to ascertain general working <br /> condition and adherence to the approved permit requirements. To the extent necessary, any noted <br /> deficiencies will be addressed by Venture prior to or coincident with the proposed construction activities. <br /> Temporary stormwater controls will be implemented prior to and throughout the duration of the mill <br /> building construction effort, to include cross-gradient and down-gradient silt fencing and placement of <br /> (certified"weed-free")straw bale barriers,as warranted. <br /> Post construction backfill placement will occur exterior to the mill building to establish positive drainage <br /> away from the finished foundation. Backfill will be comprised of excavated material sourced from the <br /> foundation footprint. Revegetation of areas of disturbance that occur in the immediately surrounding area <br /> will be carried out in a manner consistent with the permit-approved requirements,to include seed mixture <br /> and application density. <br /> Estimated Change to Current Reclamation Plan: Venture anticipates no material change to the current <br /> reclamation bond estimate other than that directly associated with the new mill building and appurtenant <br /> facilities. <br /> With respect to the new mill structure, it will be constructed on patented lode mining claim(s) that are <br /> wholly owned (fee ownership) by Venture Resources, Inc. and/or its assigns. Accordingly, Venture <br /> proposes to retain the structure in place at the conclusion of mining and milling activities. <br /> Nevertheless,Venture provides the following sequential discussion pertaining to final site reclamation. <br /> • Major pieces of machinery and equipment internal to the structure would be removed and either <br /> retained for other use or sold for salvage value. Venture has made no provision for recoup of any <br /> salvage value; however, estimated costs for dismantlement and loading and transport to the <br /> greater Denver, Colorado metropolitan area have been included. Minor pieces of equipment and <br /> miscellaneous ("inert") materials are assumed to be disposable in a solid waste landfill; and, <br /> provision for same is estimated on the basis of disposing such materials at a solid waste landfill <br /> proximal to the Denver, Colorado metropolitan area. <br /> The accompanying Exhibit 1: Incremental Reclamation Bond Cost Estimate depicts the projected <br /> activities on a line item basis, and provides the anticipated unit costs(and extended costs)for the removal <br /> of the major pieces of machinery and equipment internal to the structure. These costs would also include <br /> the disposition of minor pieces of equipment and miscellaneous("inert")materials.Venture envisions that <br /> this amount will be additive(i.e., in addition to)the existing reclamation bond. <br /> 5 <br />
