Biological Resource Review
Black Mountain Sands, LLC
Table 1. Federally Listed Species Identified as Potentially Occurring in Study Area
Common Name Scientific Name Status' Preliminary Analysis within the Study Area 2
FISH
Pallid sturgeon Scaphirhynchus FE The Study Area is located within the Upper South Platte River
albus Basin. Based on the USFWS IPaC Report, this species is only
required for consideration if water-related activities or use
would occur within the North Platte,South Platte,or Laramie
River Basins. As a result, potential indirect impacts to the
species in Nebraska (downstream of site-specific use)may
occur as a result of Project implementation.Consultation with
the USFWS Colorado Ecological Services Field Office is
recommended to determine if impacts are anticipated, and if
mitigation would be required.
PLANTS
Colorado Gaura FT Although the species has been documented within Weld
butterfly plant neomexicana County, suitable habitat for the species(i.e.,subirrigated,
var. alluvial soils on level or slightly sloping floodplains and
coloradensis drainage bottoms at elevations between 5,000-6,400 feet) is
not present within the Study Area. Therefore, no impacts to
this species or its associated habitat are anticipated.
Ute ladies'-tresses Spironthes FT Although historically present in Weld County, the species is
orchid diluviolis presumed extirpated. In addition, suitable habitat for the
species is not present within the Study Area. Therefore, no
impacts to this species or its associated habitat are
anticipated.
Western prairie Platanthera FT The Study Area is located within the Upper South Platte River
fringed orchid proeclara Basin. Based on the USFWS IPaC Report, this species is only
required for consideration if water-related activities or use
would occur within the North Platte,South Platte,or Laramie
River Basins. As a result, potential indirect impacts to the
species in Nebraska (downstream of site-specific use)may
occur as a result of Project implementation.
Source: USFWS 2018.
1 FE= Federally Endangered; FT=Federally Threatened
2Potential for occurrence based on desktop analyses. Informal consultation with the USFWS Colorado Ecological
Services Field Office will be required to confirm these preliminary findings.
In summary, based on an assessment of each species' habitat requirements, range, and distribution, and
guidance provided in the USFWS IPaC report(USFWS 2018),five federally listed species(least tern, piping
plover, whooping crane, pallid sturgeon, and western prairie fringed orchid) could be indirectly affected
by the Project if water-related activities occurred.
L TRC Page 14
