Exhibit E: Reclamation Plan <br /> Part 1: <br /> The applicant is proposing that the reclamation bonding requirement be revisited on a 10-year basis to <br /> ensure that the bond amount is sufficient to cover the then current mining, reclamation and site <br /> conditions. It is proposed to the Board that bonding be revisited on each 10 year anniversary of the final <br /> permit approval. This will ensure some flexibility to the plan as outlined in section 1. <br /> Part 2: <br /> A) The affected land encompasses approximately 2,770 acres,which is anticipated to become <br /> rangeland after the completion of mining operations in order to return the property to pre- <br /> mining conditions as closely as possible. Reclamation will follow behind the path of excavation <br /> with plant byproduct being hauled and placed behind active excavation as applicable. <br /> Earthwork with be done primarily with excavators, dozers, and front end loaders. Reclamation <br /> will be conducted concurrently with mining as plant byproduct will be used behind excavation to <br /> regrade and contour the land back to the final reclamation grades as shown in the plan. <br /> B) Properties adjacent to the affected lands are unirrigated rangeland, with some agricultural fields <br /> in the vicinity. The proposed post-mining land use of rangeland will return the affected land to <br /> its current land use. Reclaimed land will be in general conformity to the surrounding land. <br /> C) Section 3.1 lists the Reclamation Performance Standards. Each applicable section is addressed <br /> below. <br /> 3.1.1)The affected land shall be reclaimed to rangeland through appropriate seeding and <br /> grading to best match the existing conditions. <br /> 3.1.2) Reclamation will occur simultaneously with mining operations and no land substitution is <br /> currently foreseen. <br /> 3.1.3) Reclamation will occur during active mining operations and will be carried to completion <br /> with all reasonable diligence as outlined in the attached approximate timeline. Since final <br /> reclamation is dependent upon the utilization of plant byproduct for sloping the land, the <br /> operator is requesting that the board approve reclamation according to the attached <br /> timeline (as determined by market conditions for Industrial Sand). <br /> 3.1.4)The Operator does not intend to permit the affected land for public use. <br /> 3.1.5) <br /> 1) Grading will be done such that reclaimed land matches the existing topography at <br /> the edges of the affected land. No slopes on the reclaimed land shall have a grade <br /> steeper than 3:1 (H:V). The reclaimed land will be in general conformity to the <br /> surrounding land. <br /> 2)Appropriate equipment such as rollers and dozers shall ensure that plant byproduct <br /> and any overburden materials shall be placed such that adequate compaction for <br /> stability and to prevent the leaching of toxic or acid-forming minerals. <br /> 3) By grading slopes no steeper than 3:1 and removing all highwalls,the operator will <br /> control erosion and siltation of affected lands. Further all operations will be <br /> conducted per the SWPPP developed for the site. <br />
