September 19, 2018 C-1996-083/Bowie No. 2 Mine JHB

Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 1

HYDROLOGIC BALANCE - Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Ground Water Monitoring 4.05.13; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones
4.05.18:
Pond K held no water and was well vegetated.

Pond B was mostly dry with a very small puddle in the bottom. No concerns were noted with pond B.

Pond C was holding a shallow pool of water but was not being discharged. Several small Tamarisk plants remain
in the bottom of the pond that still need to be treated in accordance with the weed control plan.

Pond D was damp with no standing water.

Pond F was holding a shallow pool of water. The embankment and inlet looked fine. No concerns were identified
with this pond.

Pond J has a very small puddle at the west end. This pond inslopes were well vegetated, however, the trees
(boxelders) growing in the inlet on the east end of the pond need to be cut down to assure proper function of the
inlet.

The Fire Mountain canal was dry.

The ditches throughout the mine site were in good repair, and cleaned of sediment. As noted in the August
Inspection report, the East Diversion Ditch on the east side of Gob pile #2 had experienced down cutting between
two rip rapped segments. The operator has anchored straw wattle dams at intervals in this affected ditch segment.
The intent is to slow the flow in this portion of the ditch to allow sediment to drop out and keep the ditch from
down cutting. The straw dams are well anchored into the bottom of the ditch with roof bolts, and though not
Keyed into the sides of the ditch, efforts to anchor the straw dams to the sides of the ditch to reduce side cutting
have been taken. This appear to be a good solution. Further observation of this segment of ditch once significant
runoff occurs will be needed.

PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
No activity was occurring on Gob pile No.3. The three pieces of equipment, excavator, bulldozer, and
compactor, were parked and idle. The western portion of the pile that has previously been regraded and compacted
has been staked in anticipation of quarterly compaction testing. This western portion looks good, but has a gentle
slope to the south. The rest of this pile still needs to be reworked in accordance with an approved design.

No new activity has occurred on Gob pile #4. Ditch D-D7 and Ditch D-D10 were functioning well with no issues.
Vegetative cover on benches 4 and 5 were good with no evidence of rill or gully formation on the face of the pile.
Four wing salt bush are becoming established on these benches as well.
