As mining progresses in Stage 1 the <br /> liner will be built along the north side of the Stage 2 . <br /> The compacted liner will be built using clay lenses being saved <br /> and shale from mine . The planned design is shown on the revised <br /> cross sections that are on the Map Exhibit C-1 Mining Plan Map <br /> (revised) . The plan is to build it at the base of the mining <br /> highwall along the mine perimeter. It will be 10 feet wide <br /> across the top to have a place to install the french drain, then <br /> sloped 3h to lv to the mine floor, where it will be keyed into <br /> the underlying shale . The compacted liner will eventually become <br /> part of the backfill area and will be buried. <br /> The french drain will be designed for site specific conditions <br /> once liner construction is complete . A combination of perforated <br /> and solid pipe will be used. It will be installed so the bottom <br /> lies at approximately 5072 or on the top of the compacted liner <br /> on the east and northeast sides . As reclamation progresses it <br /> will be backfilled over and remain in place after backfilling is <br /> completed. Outlets for the drain will be built on the north and <br /> south ends so the water returns to the groundwater system at the <br /> old lake or into the surface drain on the south side of Stage 1 <br /> that goes to Bull Seep . Map Exhibits E-1, E-2 & E-3 and Map <br /> Exhibit F - Reclamation Plan Map are revised so they match the <br /> proposed revisions . The location of the liner is shown as a grey <br /> area since it will be buried under the inert fill when <br /> reclamation is complete . <br /> Attached is a copy of the 2017 Division of Water resources <br /> approved well permit with attachments and a copy of the Temporary <br /> Substitute Supply Plan approved on 12/11/2017 . Also attached is <br /> a copy of an amendment filed on September 5, 2018 prepared by <br /> Parson Water are included for the file . <br /> Review of the drilling reports done by Deere & Ault in 2013 show <br /> that the ground water elevation in Stage 2 was approximately <br /> 50741 . The CTL Thompson 2007 report showed the approximate ground <br /> water elevation in Stage 2 was 50701 . In August 2018 the <br /> groundwater elevation in the 3 monitoring well along the east and <br /> south side, averaged 5078 . 51 so the dewatering in the Plant Site <br /> area has not affected off site areas at this time . Review of <br /> Exhibit G filed in 2014 show there are no up gradient shallow <br /> surface domestic or commercial wells within 600 feet of the <br /> permit area that are not owned by the AR & MJ Frei Limited <br /> Liability Partnership . Three shallow monitoring well lay east of <br /> the permit line approximately 350 feet . A shallow surface well <br /> (29 ' Deep) is located southwest of the mine area approximately <br /> 700 feet from the permit boundary with a surface elevation of <br /> approximately 5067 , west of Bull Seep and the DOW has a 100 foot <br /> 2 <br />
