Albert Frei and Sons, Inc. September 24, 2018 Hatchery Pit - Technical Revision 01 built as mining progresses and the french drian will be installed when the liner is complete . As mining progresses in Stage 1 the liner will be built along the north side of the Stage 2 . The compacted liner will be built using clay lenses being saved and shale from mine . The planned design is shown on the revised cross sections that are on the Map Exhibit C-1 Mining Plan Map (revised) . The plan is to build it at the base of the mining highwall along the mine perimeter. It will be 10 feet wide across the top to have a place to install the french drain, then sloped 3h to lv to the mine floor, where it will be keyed into the underlying shale . The compacted liner will eventually become part of the backfill area and will be buried. The french drain will be designed for site specific conditions once liner construction is complete . A combination of perforated and solid pipe will be used. It will be installed so the bottom lies at approximately 5072 or on the top of the compacted liner on the east and northeast sides . As reclamation progresses it will be backfilled over and remain in place after backfilling is completed. Outlets for the drain will be built on the north and south ends so the water returns to the groundwater system at the old lake or into the surface drain on the south side of Stage 1 that goes to Bull Seep . Map Exhibits E-1, E-2 & E-3 and Map Exhibit F - Reclamation Plan Map are revised so they match the proposed revisions . The location of the liner is shown as a grey area since it will be buried under the inert fill when reclamation is complete . Attached is a copy of the 2017 Division of Water resources approved well permit with attachments and a copy of the Temporary Substitute Supply Plan approved on 12/11/2017 . Also attached is a copy of an amendment filed on September 5, 2018 prepared by Parson Water are included for the file . Review of the drilling reports done by Deere & Ault in 2013 show that the ground water elevation in Stage 2 was approximately 50741 . The CTL Thompson 2007 report showed the approximate ground water elevation in Stage 2 was 50701 . In August 2018 the groundwater elevation in the 3 monitoring well along the east and south side, averaged 5078 . 51 so the dewatering in the Plant Site area has not affected off site areas at this time . Review of Exhibit G filed in 2014 show there are no up gradient shallow surface domestic or commercial wells within 600 feet of the permit area that are not owned by the AR & MJ Frei Limited Liability Partnership . Three shallow monitoring well lay east of the permit line approximately 350 feet . A shallow surface well (29 ' Deep) is located southwest of the mine area approximately 700 feet from the permit boundary with a surface elevation of approximately 5067 , west of Bull Seep and the DOW has a 100 foot 2
