12 September, 2018 C-1981-044/Williams Fork Mines RAR <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 3 of 6 <br /> <br />o Mine identification sign at entrance from county road indicated all the required information, <br />(photo1). <br /> <br />ROADS- Rule 4.03 <br />Construction 4.03.1(3) I 4.03.2(3); Drainage 4.03.1(4) I 4.03.2(4); Surfacing and Maintenance 4.03.1(5) and (6) I <br />4.03.2(5) and (6); Reclamation 4.03.1(7) I 4.03.2(7): <br />o Main haul roads in and around the site appeared stable and adequately maintained. <br />o No fugitive dust was apparent at the time of inspection. <br /> <br />HYDROLOGIC BALANCE- Rule 4.05 <br />Drainage Control4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage- Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />o Additional stream buffer zone markers had been placed along the Williams Fork River. <br />o Ponds observed along haul and access roads were dry and banks appeared stable and <br />adequately vegetated. <br />o Stream protection such as straw wattles, and filter fabric are in place where demolition <br />activities are currently underway. <br /> <br />TOPSOIL -Rule 4.06 <br />Removal4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />o Many small topsoil piles exist throughout the site, and will be used in the reclamation activities <br />to achieve approximate original contour. <br />o Slopes appeared stable and adequately vegetated on observed topsoil piles throughout the site. <br /> <br />BACKFILL and GRADING – Rule 4.14 <br />o Backfilling and grading operations appeared to be progressing as permitted. <br />o Portal area was observed where backfilling is ongoing (photo 3). <br />o Soil from under the coal stockpile is being stockpiled separately for placement at the refuse <br />pile. <br />o Gravel is piled in mounds near the shop area for hauling. <br /> <br />REVEGETATION - Rule 4.15 <br />General Requirements 4.15.1; <br />o Vegetation exhibited vigorous growth although at this time of year is begining to go dormant. <br />o Reclamation and revegetation appeared to be progressing adequately with well established and <br />diverse vegetation in place. <br />o No extensive areas devoid of vegetation were noted. <br />o No areas of weed infestations were noted. <br /> <br />RECLAMATION- Rule 4.1 <br />General Requirements 4. <br />o Reclamation of the site is in the demolition stage. Most facilities, and railroad grade have been <br />demolished with debris being removed for recycling. <br />o The site is kept neat and orderly during reclamation activities. <br />o Road bed running south near the stream has been removed and placed in mounds on the bluff side <br />of the road.
