P. <br />Permit No. 95MF1040 <br />Issuance 7 <br />Permit History <br />Issuance <br />Date <br />Description <br />Issuance #7 - <br />This Issuance <br />Issued to Colowyo Coal Company, L. P. combines the <br />Final Approval <br />permits 95MF1040 and 06RB1317. Permit 06RB1317 <br />Modification 6 <br />is cancelled. Modification based on dust mitigation <br />plan, reduction in blasting materials use. Increase in <br />daily explosives use limit from 76 tons per day to 350 <br />tons per day. Issue as Final Approval under <br />95MF1040. Conditional use of beta module of ADJ_U* <br />in refined modeling to demonstration of compliance <br />with NAAQS. <br />95MF1040: <br />June 6, 2007 <br />Administrative revisions to modify Condition 7 to <br />Issuance #6 — <br />conform to Attachment F demonstrating the gradual <br />Final Approval <br />reduction in extraction of coal to mine "End of Life". All <br />Modification <br />emissions will also be gradually reduced until mining <br />06RB1317: <br />in the Moffat County, ColoWyo Pit and all subsequent <br />Issuance #1 — <br />restoration, reclamation and revegetation has been <br />Initial Approval <br />completed. (Freezing <br />conditions <br />Issuance #1 <br />February 5, 1997 <br />i Pertained to cancellation of all previous permits. <br />Notes to Permit Holder (as of date of permit issuance): <br />1) The production or raw material processing limits and emission limits contained in this permit are <br />based on the production/processing rates requested in the permit application. These limits may <br />be revised upon request of the permittee providing there is no exceedence of any specific <br />emission control regulation or any ambient air quality standard. A revised air pollutant emission <br />notice (APEN) and application form must be submitted with a request for a permit revision. <br />2) This source is subject to the Common Provisions Regulation Part II, Subpart E, Affirmative <br />Defense Provision for Excess Emissions During Malfunctions.
