The Douglas Mountain Mine is going through a Clear Creek County land use application process
that will allow for the construction of a reservoir on site once mining is complete. The reservoir
is planned to be surrounded by area compatible uses including open space and potential
residential development. Since the approval of this use is pending, the applicant is planning on a
post mine land use of rangeland meadow, matching the current land use. This will provide a post
mine land use that is compatible with the land use laws. The applicant recognizes that in order to
implement the final land use designs of the landowners (a reservoir), an amendment will be
necessary to change the post mine land use of this permit.
Clear Creek County land uses around Douglas Mountain consist of mountain residences, mining
claims, and other undeveloped private property. The pre mine land use of rangeland meadow is
clearly compatible with are land uses and county land use plans, and the post mine land use is the
same rangeland meadow. There are no known state land use plans for this area.
2. Reclamation Timetable
The timing of reclamation is shown below—Table E-2. Exhibit L: Reclamation Costs describes
the worst-case bond scenario. Installation of infrastructure is anticipated to take up the majority
of the first year, with most mining being completed over a ten-year period. Final reclamation will
take a few years to complete to final release of the site.
Table E-2 Reclamation Timetable
Description Mining Time
Installation of infrastructure such as access road.
