actions that are non haul road culverts. With the exception of culverts OH3 and
OH5, DRMS did not locate the culverts listed in this table on any of the M51
maps. Additionally, three 10' culverts near the Industrial Waste Pond and
culverts A113, DC12 and ASH2 did not appear on the map.
2. Please either explain the reason for not showing these culvert or update the
M51 maps with these listed culverts so that what is on the ground is shown on
the map.
Trapper Response to Comment 2: Foremost, the table referenced in this comment is table 4.8.2A, not
7.8.2A as given in the adequacy review. Per a discussion with Robin Reilley during a partial inspection of
the mine in May, 2018 the M51 map was reviewed and the culverts in question were located that were listed
in Table 4.8.2A. The other six culverts referenced above do not appear on the map or Tables 4.8.2 and
4.8.2A as they have been removed from the site.
Trapper Mine Inc's, application referenced page 3-48 submitted as a revised
page. DRMS was unable to locate this page in the submittal. Likewise, this page
was not referenced in the Cross reference Index.
3. Please inform DBMS if TMI intended to update this page and if so, please submit
as a revised page.
Trapper Response to Comment 3: The referenced page was included by mistake. There was no change to
the page and none was intended.
Table 4.8-1 Water Depletion Calculation (pg. 4-172a), depicts current conditions
at Trapper Mine. Once the proposed Deacon and Deal ponds are built and the
Nighthawk Pit developed, this table requires updating.
On Map13A sheet 3 DRMS notes the Wyman 6 inch natural gas line crossing
into the permit. This line has not previously been depicted on TMI maps.
4. Please address this situation.
Trapper Response to Comment 4: Table 4.8-1. There is actually a calculation in Table 4.8-1 that includes
projected water depletions for future pond construction. In addition, the overall depletion estimate is very
conservative when you consider that in its history Trapper has never had all ponds full at the same time. In
fact, some ponds have never held water.
Map 13A. There was no need to show the gas line until Trapper's permit boundary was extended into the
PR7 expansion area. In addition, according to Moffat County, the gas line is outside of its right-of-way and
should have been located to the east of Knez Divide Road rather than within our permit boundary. We were
not made aware of its location until Tri-State G&T was in the process of rerouting a powerline in the PR7
expansion area during 2017.
Rule: 2.04.6 Geoloav Description
It does not appear that all permit stipulations have been complied with for
