(3) If the Operator's choice of reclamation is for range, the land shall be <br /> restored to slopes commensurate with the proposed land use and shall not be too <br /> steep to be traversed by livestock. <br /> The site is to be returned to rangeland. Any slopes less than 3H:1 V will not hinder use by <br /> livestock. The intent is to return the slopes to 3H:1V or less. <br /> (4) The revegetation plan shall provide for the greatest probability of success in <br /> plant establishment and vegetation development by considering environmental <br /> factors such as seasonal patterns of precipitation, temperature and wind; soil <br /> texture and fertility; slope stability; and direction of slope faces. Similar attention <br /> shall be given to biological factors such as proper inoculation of legume seed, <br /> appropriate seeding and transplanting practices, care of forest planting stock, and <br /> restriction of grazing during initial establishment. The Board or Office, in <br /> consultation with the Landowner and the local Soil Conservation District, if any, <br /> shall determine when grazing may start. <br /> The perennial plant species chosen are a native to the area and are therefore suitable to the <br /> site elevation and precipitation range. The slopes of the site 3H:1 V or less which will <br /> promote site stability and plant establishment. In addition, the mix will promote soil <br /> stabilization. The seed mix also includes a clover, native to the site, to round out the mix. <br /> (5) To insure the establishment of diverse and long lasting vegetative cover, the <br /> Operator shall employ appropriate techniques of site preparation and protection <br /> such as mechanical soil conditioning by discing and ripping; mulching; soil <br /> amendments and fertilizers; and irrigation. <br /> • This site is being returned to rangeland use. The only requirements are grades <br /> appropriate for grazing and topsoil depths for plant establishment. <br /> • The seedbed preparation, seeding and mulching practices discussed above will be <br /> used. <br /> • There are no plans to irrigate the area. <br /> (6) Methods of weed control shall be employed for all prohibited noxious weed <br /> species, and whenever invasion of a reclaimed area by other weed species seriously <br /> threatens the continued development of the desired vegetation: <br /> • Noxious weeds are not a problem on this site; however, if noxious weeds do <br /> invade this site, a weed control program will be implemented as soon as possible to <br /> stop the spread of the noxious weeds. A portion of the reclamation cost will be <br /> devoted to this item. <br /> • Since the land may be used for grazing by the landowner, SEMA will work with <br /> the landowner and only utilize those noxious weed control practices which are <br /> 41 <br />
