spoil surfaces.
SEMA will take measures appropriate to the subgrade where topsoil is being replaced.
Such measures may include roughing the surface in order to gain a mechanical bond
between the subgrade and the replaced topsoil. Where the subgrade is of acceptable
quality, it may include disc plowing the topsoil and subgrade together, a practice typically
used by commercial landscapers.
(6) Topsoil substitute if existing topsoil is of insufficient quantity or of poor quality
for sustaining vegetation, and if other materials can be shown to be more suitable for
vegetation requirements, then the Operator shall remove, segregate, and preserve in
a like manner such other materials which are best able to support vegetation.
Adequate topsoil exists on site to complete reclamation requirements. On soil unit 3, the
soil survey indicates up to 48 inches of suitable topsoil is available for site reclamation.
On soils unit 10 up to 17 inches are available. Twelve inches of topsoil will therefore be
salvaged and 10 to 12 inches of topsoil are planned to be replaced.
(7) When growing media is replaced, it shall be done in as even a manner as
possible. Fertilizer or other soil amendments shall be added dependent on soils test
or if required in the reclamation plan.
Topsoil will be replaced to 10 to 12 inches on all areas. Soil amendments will be added as
specified in Section 6.3.4(1)(c)(ii).
(8) Vegetative piles shall be removed from the area or utilized in accordance with
the Reclamation Plan:
No brush or trees are within the proposed affected area.
3.1.10 Revegetation
(1) In those areas where revegetation is part of the Reclamation Plan, land shall
be revegetated in such a way as to establish a diverse, effective, and long lasting
vegetative cover that is capable of self-regeneration without continues dependence
on irrigation, soil amendments or fertilizer, and is at least equal in extent of cover t
the natural vegetation of the surrounding area.
The proposed seed mix is composed of native species typical of the area. In addition, the
replaced loamy to sandy loam soils are a good choice for site reclamation. Also, the site
will receive a modest amount of fertilizer to help get the species established.
(2) If the Operator's choice of reclamation is forest planting, they may, with the
approval of the department, select the type of trees to be planted.
No trees are to be planted.
40
