Designated Chemicals Emergency Response Plan Climax Molybdenum Company <br /> Permit 1977-493 <br /> T-A-3 Containment and Control Activities <br /> The operation of the facility is designed to minimize potential hazards to facility personnel, general public, <br /> facility property, and the environment. As indicated in Table T-A-1, the designated chemical (reagent) <br /> storage area provides secondary containment for each of the storage vessels and each system will be <br /> equipped with appropriate level control systems and system alarms <br /> T-A-3.1 Personnel Response Activities <br /> Containment and control activities are coordinated with the Emergency Coordinator, who will supervise <br /> the incident according to the procedures contained in the ERAP. Containment and control activities may <br /> run concurrent to other activities, such as rescue and recovery operations. <br /> T-A-3.2 Response Procedures <br /> The health and safety of people is paramount and will not be compromised for containment and control <br /> activities. <br /> Containment and Control activities will be initiated for, but not limited to, the following events: <br /> ■ Fire; <br /> ■ Explosion; <br /> ■ Natural Disaster; and <br /> ■ Environmental Release. <br /> T-A-3.3 Basic Response Guidelines <br /> The standard response procedures outlined in this plan are needed to respond to situations developing at <br /> the facility/office location. The attached site specific plans for multiple types of emergencies detail <br /> response activities as required in order to preserve health, life, and property. <br /> ■ Immediate evacuation of the personnel endangered within the area and call for back-up support; <br /> ■ All trained response personnel will don appropriate protective clothing and SCBA depending upon <br /> the source and nature of the incident (minimum four responding personnel required to be set in <br /> two, 2-person teams); and <br /> ■ Active working areas have ABC-type fire extinguishers available for fighting small fires (site <br /> personnel will not fight explosive fires). <br /> Table T-A-2 Emergency Response Procedures summarizes the procedures that are followed in response <br /> to an injury, fire, explosion, spill or other environmental release. <br /> Table T-A-2: Emergency Response Procedures <br /> Identify the character, source, amount and extent of the spill or incident. <br /> 1 Identification DO NOT ENTER a hazardous area until hazards have been assessed <br /> and controlled. <br /> ■ STAY UPWIND/UPHILL of chemical spills or releases. <br /> Internal Immediately notify Area Supervisor and Climax Administration <br /> 2 Dial 7568 Climax Administration <br /> Notification If by radio, call "May Day", "May Day", "May Day" <br /> Identify the exact source, amount, and real extent of the incident and assess <br /> 3 Assessment the possible direct and indirect hazardous to human health or the <br /> environment that may result from a release, fire, or explosion. <br /> EPP—Appendix A August 2018 T-A-3 <br />
