May 2018 C-1981-010/Trapper Mine RAR <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 <br /> <br /> Page 2 of 8 <br /> <br /> <br /> <br />This was a complete inspection of the Trapper Mine; C1981010, operated by Trapper Mining <br />Inc. The inspection was conducted and the report prepared by me, Robin Reilley of the DRMS. <br />Billy Nicholson, Trapper Mine representative was present throughout the inspection. Skies were <br />clear and temperatures ranged from 35-65 degrees Fahrenheit. Elevation validation for the <br />2017Annual Reclamation Report (ARR) was conducted at this inspection. Up to 0.25 inches of <br />rain had fallen on 22 May in the afternoon. <br /> <br />OUTSTANDING MAINTENANCE ITEMS: <br />Culverts <br />Previous inspections identified the following abraded culverts: SA2, SA4A, SA7 and AE11. <br />The company agreed to, and attempted to mitigate the problem by finding a method of lining the <br />culvert. As the repairs lasted only a short period, the company continues in the search for a more <br />permanent repair. <br />Ponds <br />1. Middle Flume #3 is at capacity for sediment and requires dredging. <br />2. The dozer basin above was breached and requires repair. <br />At the time of inspection, these items were being adequately addressed. The breached dozer basin was <br />repaired. Contractors, for the past weeks have been in process of dredging and hauling the sediment from <br />the pond. This will continue for another 2 to 3 weeks. See photo #3 below. <br />Topsoil and Grading <br />3. Drill hole 2017 Gravel 3 requires grading, filling in of mud pit, topsoiling and seeding. <br /> <br />INSPECTION: <br />GENERAL MINE PLAN COMPLIANCE: <br /> <br />Main haul roads and access roads were dry. Ash, spoil and topsoil were being hauled. Coal was <br />being excavated and hauled. One dragline was operating casting spoil the other two were idle as <br />coal was being removed below them. Overburden and topsoil placement appear to be progressing <br />adequately and as permitted. No offsite air quality issues were observed at the time of inspection. <br />Roads were being watered in the morning as well as the afternoon. No offsite hydrologic impacts <br />were noted at the time of inspection. <br /> <br />No blasting occurred during this inspection. <br /> <br />SIGNS and MARKERS – Rule 4.02 <br />o Topsoil stockpiles observed were clearly marked with identifying signs. <br />o The mine site identification signs observed were intact, displaying all required <br />information: mine name, operator name, address, phone number, DRMS permit number <br />and contact information. <br />o Permit boundary markers were checked along the north and west perimeters and found, <br />with a couple of exceptions, to be visible and in good repair. <br />o Blasting notification signs observed were placed according to rule 4.02.6. <br />
