The spill in question was actually new oil spilled when oil was retrieved from the <br />bulk storage tote. The container itself was not actually leaking. The total volume <br />of spilled oil was estimated to be less than a quart and consisted of new 15-40W <br />motor oil and hydraulic oil. <br />Solution: <br />To cleanup the oil soaked soil, the totes containing the oil were first moved and <br />placed inside a covered building where they resided until they could be emptied <br />into the new double wall storage containers. The boundary of the impacted soil <br />was then spray painted for future reference and the impacted soil was removed. <br />The soil was placed into five -gallon buckets and plastic bags. The soil was <br />disposed of at the Mesa County Landfill on July 14, 2018. Photo documentation <br />of the cleanup as well as disposal details are included in Attachment B. As noted <br />in the documents in Attachment B, 220 lbs of soil were disposed of at the Mesa <br />County Landfill. Please note that since the volume of oil spilled was relatively <br />small, the spill was not very extensive. Most of the oil had only soaked in about <br />an inch. A sample of the soil immediately underneath the impacted soil was also <br />collected and will be available at the pit for 6 months should additional questions <br />arise. <br />We anticipate that the actions taken and described herein will fully satisfy <br />your concerns. Also, please note that the bond increase requested after your <br />site visit has also been posted.
