constructed, and maintained to sustain the vertical soil pressure, the passive resistance of the <br />foundation, and the weight of vehicles to be used. Drainage pipes and culverts will be <br />constructed to avoid plugging or collapse and erosion at inlets and outlets. All culverts will be <br />covered by compacted fill to a minimum depth of 1 foot. <br />Surfacing: Haul roads will be surfaced with rock, crushed gravel, asphalt, or other material <br />approved by the Division as sufficiently durable for the anticipated volume of traffic and weight <br />and speed of vehicles to be used. Acid- or toxic -forming substances will not be used in haul road <br />surfacing. <br />Maintenance: Haul roads will be maintained in such a manner that the required or approved <br />design standards are met throughout the life of the entire transportation facility including surface, <br />shoulders, parking and side areas, approach structures, erosion control devices and cut -and -fill <br />sections. Haul road maintenance will include repairs to the road surface, blading, filling of <br />potholes, and replacement of the road surface. It will include revegetation, brush removal, <br />watering for dust control, and minor reconstruction of road segments as necessary. Other <br />commercial products may be utilized for fugitive dust control and will be applied according to <br />manufacturer recommendation. A road damaged by a catastrophic event, such as a flood or <br />earthquake, will be repaired as soon as it is practicable after the damage has occurred. <br />Reclamation: Unless the Division approves retention of haul roads as suitable for the approved <br />postmining land use, immediately after the road is no longer needed for operations, reclamation, <br />or monitoring: <br />i. The road will be closed to vehicular traffic; <br />ii. All culverts will be removed; <br />iii. Roadbeds will be ripped or plowed; <br />iv. Fill slopes will be rounded or reduced and shaped to conform the site to adjacent terrain <br />and to meet natural -drainage restoration standards; <br />V. Cut slopes will be shaped to blend with the natural contour; <br />vi. The regraded area will be covered with topsoil in accordance with 4.06.4(2) and <br />revegetated in accordance with 4.15; <br />vii. Road -surfacing materials that are incompatible with the postmining land use and <br />revegetation requirements will be removed and disposed of in appropriate disposal areas. <br />Access Roads <br />There is one road at the NHN Mine that will be frequently traveled or used for purposes other <br />than transportation of coal, spoil or coal mine waste, which meets the criteria of access road as <br />defined in Section 1.04. See Map 2.05.3(3)-3 for detail on road alignment and profiles for access <br />roads. The name of the road which will be utilized is the South Access Road.
