Cultural Resource Historic Properties Treatment Plan for BK -2-082818 Colowyo Coal Company <br />A professional technical mitigation report will be produced that meets all OSMRE, DRMS, and <br />OAHP standards and requirements. The report will be organized and scaled as appropriate to <br />clearly present the information gathered in the field and resulting laboratory analysis. The general <br />report outline will be the following: <br />• Overview of the Project <br />• Historic Context of the Site including Archival Research Results <br />• Review of Research Design <br />• Mitigation Methodology <br />o On -Site <br />o Off -Site <br />• Mitigation Results <br />o Surface Component Documentation <br />o On -Site Excavations <br />o Artifact Review, Discussion, and Analysis <br />• Analysis of All Findings Compared to Research Design <br />• Conclusions and Discussion <br />• Appendices (as appropriate) <br />Additionally, an updated OAHP site form will be completed for archiving. The report will be <br />produced for formal review and acceptance by OSMRE, DRMS, and OAHP. A draft version of the <br />full report will be provided to the agencies for review and comment. Upon receipt of comments, <br />Tetra Tech will produce a final report with appropriate hard and electronic copies will be produced <br />and submitted. <br />3.4.3 Professional Presentations and Information Dissemination <br />Tetra Tech's cultural resource staff may choose to disseminate the treatment results via oral <br />presentation(s) to the Rocky Mountain Anthropological Society Meetings and/or Colorado <br />Archaeological Society meetings as part of our duty to share work with our professional <br />community. <br />Appropriate information will be redacted from any presentations. Colowyo, OSMRE, DRMS and <br />OAHP will be dually acknowledged for their support and assistance toward the successful <br />execution of all work. <br />4.0 CLOSING <br />Site BK -2-062518 was discovered during archaeological construction monitoring. The discovery <br />is located on the south side of a haul road overpass culvert that is being constructed for the <br />Project. The site currently consists of a single possible thermal feature. Tetra Tech recommended <br />the site as eligible for inclusion on the NRHP under Criterion D pending further investigation. The <br />Project activities will remove the site as part of the culvert construction and Colowyo cannot modify <br />the work to avoid the site. Therefore, the project will cause an adverse effect and the presented <br />HPTP is to ensure the data recovery work is completed in conformance with the process outlined <br />in 36 CFR § 800 and Exhibit 5, Item 3 -Cultural Resource Protection Plan for the Collom Mine <br />Expansion is completed in a timely manner. <br />Tetra Tech June 29, 2018 11 <br />
