Cultural Resource Historic Properties Treatment Plan for BK -2-082818 Colowyo Coal Company <br />as any recovered artifact. The data can contribute to questions subsistence practice and intrasite <br />and regional resource utilization. <br />3.3.4 Radiometric Sample Processing <br />All collected radiometric dating samples will be submitted to Beta Analytic for processing and <br />reporting. The samples will be collected and submitted per their guidelines. Tetra Tech will work <br />closely with the Beta Analytic to ensure timely processing and quality results. The dates will assist <br />placing the site into the regional cultural chronology and inform on specific subsistence practices <br />and landscape utilization patterns. <br />3.3.5 Protein Residue Analysis <br />If lithic tools and/or groundstone is recovered during testing or data recovery efforts, artifacts (or <br />a sample if assemblage is large) will be submitted to PaleoResearch Institute for protein residue <br />analysis. The data can contribute to questions subsistence practice and regional resource <br />utilization. PaleoResearch Institute will handle the processing and reporting on the submitted <br />samples. Tetra Tech will work closely with the PaleoResearch Institute to ensure timely <br />processing and quality results. <br />3.3.6 Post -Analysis Artifact Handling <br />The site is located on privately held Colowyo land; therefore, any recovered cultural material is <br />the property of Colowyo. Artifact curation is not required to conform to guidelines outlined in 36 <br />CFR § 79 including curation of material at a federally recognized facility. The only exception is <br />human bone and/or funerary objects which will be handled under the appropriate legal framework <br />of either NAGPRA for prehistoric and of applicable Colorado state laws for historic non-native <br />remains. <br />Colowyo will be offered the material once all analysis has been completed and final reported <br />submitted and approved by OSMRE and OAHP. If Colowyo declines to take the artifacts, Tetra <br />Tech will discuss with OSMRE and OAHP appropriate places for either potential research <br />donations or curation. <br />3.4 Reporting and Dissemination <br />Two reports will be completed as part of the HPTP. <br />3.4.1 Preliminary Data Recovery Results Report <br />Once on-site work has been completed, a preliminary mitigation report will be composed within <br />14 days for OSMRE and OAHP review. The primary report will be a summary technical report <br />listing all data recovery efforts, a summary of recovered data results, and preliminary analysis <br />recovered cultural material. OSMRE, DRMS, and OAHP will have 14 days to review and comment <br />on the preliminary report. The purpose of the report will be to provide the agencies a basis for <br />approving that the on-site mitigation efforts have been sufficiently completed and Colowyo can <br />proceed with on-site construction efforts while post -field laboratory analysis and technical <br />reporting is completed. <br />3.4.2 Final Data Recovery Technical Report <br />Tetra Tech June 29, 2018 10 <br />
